OverviewFiscal Management (FM) supports the Comptroller's role as the state's chief accountant by managing the flow of financial resources and maintaining the state books. FM oversees statewide financial systems, monitors expenditures, enforces spending laws, manages appropriations, and produces key financial reports. The division also supports state agencies, higher education institutions, and the Legislature by providing reporting, research, policy guidance, training, and analysis of legislative impacts.
Minimum Qualifications- Bachelor's degree from an accredited college or university.
- Experience:
Accountant IV – 3 years of general financial and/or accounting functions, financial reporting, budgeting, or audit duties;
Accountant V – 5 years;
Accountant VI – 6 years.
- Graduation with an Accounting or Business-related degree.
- Experience working with Texas governmental agencies, the Texas legislative process, and with Comptroller fiscal policies and procedures.
- Knowledge of USAS, preparation of fiscal notes, analysis of legislation, and research of state statutes or the GAA.
- Proficiency in SQL or database experience.
- Monitors and reconciles 902 Comptroller Fiscal accounts across various systems.
- Monitors fund cash accounts for compliance with legislative requirements.
- Maintains 902 profiles in the Uniform Statewide Accounting System (USAS) and other Comptroller financial systems.
- Prepares budgetary entries and related duties for 902.
- Assists other Comptroller divisions with processing accounting transactions in USAS related to this section.
- Establishes procedures for tasks related to the Statewide Fiscal Programs section and Agency 902.
- Provides technical appropriation assistance and conducts accounting research for items processed through 902.
- Offers detailed guidance on Comptroller policies and procedures.
- Prepares, reviews, and processes revenue allocations and revenue sweeps for 902.
- Assists in interpreting legislative provisions related to 902, the General Appropriations Act (GAA), and new revenue.
- Provides technical appropriation assistance and conducts accounting research for items processed through 902.
- Delivers detailed guidance on Comptroller policies and procedures.
- Prepares, reviews, and processes revenue allocations and revenue sweeps for agency 902.
- Monitors, reviews, and processes Optional Retirement Program reimbursement payment requests from junior colleges.
- Maintains 902 profiles in USAS and other Comptroller financial systems.
- Prepares budgetary entries and related duties for 902.
- Assists other Comptroller divisions with processing accounting transactions in USAS related to this section.
- Prepares, updates, and reviews policies and procedures associated with 902 processes.
