Job Summary

The Federal Reporting Accountant VI reports to the Manager of Medicaid/CHIP Federal Reporting. The role performs advanced accounting work for grant financial reporting, prepares and oversees monthly, quarterly, semiannual, and annual financial analyses and reports, researches state and federal regulations for compliance, and develops internal controls for financial reporting integrity.

Essential Job Functions (EJFs)
  • Performs advanced accounting work related to federal grant and state reporting (45%)
    • Prepares or oversees the preparation of monthly, quarterly, and annual state and federal financial reports with research, interpretation, and application of relevant rules and regulations.
    • Resolves cost allocation, grant, and general ledger accounting issues.
    • Monitors and reconciles accounting information from CAPPS Fin and external sources.
  • Serves as liaison or contact person with agency staff, contract staff, state auditors and federal representatives regarding grant reporting and related regulations (5%).
  • Prepares various reconciliations of accounts, funds, and appropriations to ensure corresponding balances and report findings (40%)
    • Reviews and reconciles data reported on financial reports to the General Ledger.
    • Prepares complex financial analyses using report and query software.
    • Creates accounting entries for adjustments from reconciliations.
  • Participates in special projects and other duties as required, coordinating with internal and external stakeholders (10%).
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).
  • Knowledge of Medicaid & CHIP grant reporting (preferred).
  • Knowledge of CMS-64 & CMS-21 (preferred).
  • Knowledge of state and federal laws and regulations relevant to reporting requirements.
  • Knowledge of the state appropriation process and its impact on financial operations.
  • Skill in reconciling accounting records and reports.
  • Skill in computer software including spreadsheet, database, and word processing applications.
  • Skill in working under limited direction with initiative and judgment.
  • Skill in establishing and maintaining effective working relationships internally and externally.
  • Skill in analyzing, developing, implementing, and monitoring financial reporting systems with automated tools.
  • Ability to use complex automated accounting systems such as CAPPS Fin/People Soft Financials and USAS.
  • Ability to analyze, monitor and manage cost allocation and general ledger accounting.
  • Effective verbal and written communication abilities.
  • Ability to interpret and apply laws, regulations, policies, and procedures.
Initial Screening Criteria
  • Graduation from an accredited four‑year college or university with a major in accounting, finance, marketing, management, or another business‑related field (experience may substitute for academic years up to four).
  • Four years of progressively responsible experience in accounting, finance, auditing, or budgeting.
  • Experience with Medicaid & CHIP reporting (preferred).
  • Experience with CMS-64 and CMS-21 (preferred).
  • Experience performing complex financial reconciliations (preferred).
  • Accounting experience in State Government or Non‑Profit organizations (preferred).
