Job Description
Financial Examiner IV performs highly complex (senior‑level) financial examination of Medicaid and Non‑Medicaid cost report desk reviews for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider Finance Department (PFD), Cost Report Review Unit (CRRU). The role ensures compliance with regulations, specific instructions to the cost reports, and the Texas Administrative Code regarding Medicaid and Non‑Medicaid Cost Reports.
Desk reviews establish accurate cost and statistical data for cost determination and accountability of Medicaid and non‑Medicaid services and support programs. The examiner reviews HHSC contractors' cost reports, trial balance, general ledger, payroll, and billing reports, planning, scheduling, coordinating, conducting, and reporting cost report results in accordance with Government Auditing Standards and agency policies. Work is performed with limited supervision and considerable latitude for initiative and independent judgment;
the examiner may supervise other financial examiners.
- Attend work on a regular and predictable schedule and perform other duties as assigned.
- Perform complex desk reviews of Medicaid and Non‑Medicaid costs and compliance reports submitted by contractors, preparing and reviewing non‑audit documentation with limited guidance and completing reviews within assigned time frames. (45%)
- Manage workload by planning and organizing to ensure completion of desk review projects within PFD deadlines, policies, and procedures. (25%)
- Prepare and issue reports, correspondence, and deliverables in a timely and accurate manner in accordance with required professional standards. (15%)
- May perform extended reviews of Medicaid and non‑Medicaid cost and compliance reports submitted by contractors. (10%)
- Complete additional or special projects as assigned by the Manager or Director. (5%)
Skills and Abilities
(KSAs)
- Knowledge of Government Auditing Standards, Generally Accepted Accounting Principles.
- Knowledge of Texas Administrative Code and applicable rules and regulations.
- Knowledge of office management practices, administrative procedures, accounting methods, and accounting systems.
- Knowledge of electronic audit paperwork.
- Knowledge of HHSC programs, services, and procedures.
- Ability to audit cost reports, set priorities, plan, organize, and coordinate work activities.
- Ability to maintain effective working relationships with others (teamwork).
