Under the general supervision of the Maternal and Child Health (MCH) Section, Director of Operations in the Community Health Improvement Division (CHI), the Financial Analyst III will perform advanced budgetary analysis and monitoring of technical and program-related projects and contracts. This role is key in creating and supporting MCH expenditure forecasts, assessing financial and operational impact, and confirming alignment with MCH section budgetary goals and operational objectives.

The position is responsible for coordinating and administering MCH financial processes and systems within the section emphasizing the development and evaluation of section budgetary data. This position’s work involves thorough examinations of MCH budgetary projections, financial data analysis, and the implementation of management practices to confirm compliance with federal and state laws, DSHS policies, and regulations related to budgeting and contracting.

This position operates under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Financial Analysis and Reporting. Creates and administers MCH section financial programs and operations. Plans, reviews and reports on MCH projects and contract financial analysis. Prepares, reviews, analyzes and/or approves MCH financial reports, forecasts, budgets, and expenditures. Verifies MCH financial source documents, correspondence, data, and other written materials underlying MCH program budgets and financial reports. Makes MCH financial recommendations to management regarding allocation of MCH financial resources to meet strategic objectives and efficient utilization of MCH funding and staff.

Coordinates the development and management of MCH financial reporting processes, procedures, and forms to support MCH program activities. Reviews MCH projects for financial completeness, compliance with financial standards, uniformity in methods and adherence to financial statutes, agency rulings and procedures. Research and prepares financial information including budget forecasts, reports, and presentations as required.(40%)

Compliance. Performs advanced MCH financial analysis, monitoring, reporting and regulatory work related to federal Title V block grant management including expenditure forecasts; financial, budget and operational impacts; performance measures; and project deliverables.
