Overview
ROW Project Budget and Funding Analyst II, III, or IV (2601356). The Right of Way (ROW) Contracts and Finance Section is seeking a Budget and Funding Analyst to support districts throughout the lifecycle of ROW project funding. ROW projects involve the acquisition of real property needed for highway construction, often through the eminent domain process. In this role, you will set up and adjust budgets, track and forecast costs, review and approve payments, and reconcile anticipated versus actual expenditures.
The ideal candidate brings an understanding of government contracting and payment processes, a general familiarity with ROW acquisition, strong attention to detail, and the ability to clearly communicate complex financial information to a variety of audiences.

Administers state and/or federal transportation-funded programs within the Right of Way (ROW) Division, with a primary focus on project funding and financial management support to districts. Oversees project funding activities including budget development and initial setup, authorization, payment review, monitoring, forecasting, reconciliation of anticipated versus actual expenditures, audits, and closeout. Ensures compliance with applicable state and federal requirements while maintaining accuracy and integrity of project financial data throughout the project lifecycle.
Works with district staff and other stakeholders to support effective financial planning and execution of ROW projects. Employees at this level establish their own work plan and priorities to meet program objectives; issues are rarely referred to the supervisor and are handled independently as they arise.

Analyst II- Coordinates the development of a district budget and activities and assists with the statewide ROW budget planning.
- Makes presentations, develops speeches, conducts and/or coordinates meetings, seminars and/or workshops on ROW budget and funding topics.
- Participates in short-range and strategic planning.
- Assists districts in the preparation of information for Legislative Appropriations Requests and monitors budgets within area of responsibility.
- Reviews requests for additional funds or resource allocation; evaluates justification, recommends actions and answers inquiries on budget/resource related matters.
- Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.
