Job Description:

Under the direct supervision of the Federal Funds Director, the Deputy Director of Federal Funds supports the Federal Funds Office by coordinating federal funding activities, compliance, reporting, training, audits, contracts, and agency-wide efforts to maximize federal funding. The position serves as an additional resource for managers and staff who report to the Federal Funds Director and helps maintain the Federal Funds Office SharePoint site and fund source setup process.

Essential

Job Functions (EJFs):
  • Provides senior-level leadership in budget planning and the development of goals and objectives. Leads key budget activities, including agency fiscal note responses and supplemental needs requests. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (20%)
  • Oversees the daily operations and activities of the MCS, AES, HDIS, and IDDBH Budget teams. Plans, assigns, and supervises staff work; guides development and implementation of operating budgets; analyzes and reports departmental funding by method of finance; reviews financial reports, source documents, trends, variances, procedures, and performance; and represents the department on internal and external work groups, meetings, and committees. (30%)
  • Oversees development, coordination, preparation, completion, implementation, and submission of the agency's Mid-Year Budget Review, annual operating budget, and LBB Monthly Financial Report. Oversees legislative appropriations requests (LAR) and operating budget submissions to the Governor's Office of Budget and the Legislative Budget Board. Reviews appropriation requests and supporting schedules; prepares and analyzes cost estimates and fiscal notes; reviews fiscal impacts of proposed rules;

    evaluates the effect of state and federal legislation on HHSC programs; and responds to budget inquiries from legislative, state, and federal stakeholders. (35%)
  • Manages and develops staff through training, performance appraisals, and consultation. Responsible for hiring and selection, assigning and prioritizing work, completing performance evaluations, recommending disciplinary actions, and scheduling and approving leave. (15%)

  • State of Texas strategic planning and budgeting processes and principles.

  • A minimum of a four-year degree from an accredited college or university. A course of study in business, finance, public policy or health administration is preferred.
  • Five years’ experience performing advanced budget, financial, accounting, or federal funds work.
  • Three years’ experience leading, supervising, or directing the work of others.
