ERS is seeking a Budget Analyst to perform highly complex to advanced (senior-level) agency budget preparation and analysis work. Work involves preparing, reviewing, and analyzing budgets; and monitoring budgets. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement.

Essential Responsibilities include, but are not limited to:

  • Coordinates or develops operating budgets and budget schedules.
  • Prepares budget transfers, as needed, to reflect operational adjustments approved by Division, Finance and Executive management.
  • Develops, maintains and utilizes reports and dashboards in Anaplan to provide internal customers and agency management budget status and forecast information.
  • Drafts, reviews, and updates agency budget policies and procedures.
  • Collects, analyzes, and provides data and recommendations that support alternative solutions to budget issues.
  • Reviews budget reports for accuracy.
  • Advises divisions on areas that may require action to stay within budget.
  • Examines operating budgets to determine that expenditures are accurately and appropriately allocated to multiple funding sources.
  • Responds to agency budgetary inquires in a timely and appropriate manner.
  • Participates in developing, evaluating, and reporting performance and workload measures.
  • Develops, maintains, and utilizes complex spreadsheets in MS Excel to disseminate data and provide reports to internal customers and agency management.
  • Prepare budgetary and management reports.
  • Assists divisions with appropriate account codes to minimize requisition and payment issues.

Budget Analyst IV performs the essential functions of a Budget Analyst III at a higher level of complexity, independence, and responsibility, and in addition:

  • Communicates to management any budget deviations, problems, and events that are likely to affect the agency's mission and resources.
  • Gathers information for the accurate and timely submission of Legislative Appropriations Requests and fiscal notes.
  • Analyzes revenue and expenditure patterns to develop fund projections.

Minimum Qualifications:

Your application for employment must reflect how you meet each of the following minimum qualifications:

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a related field. Qualifying experience beyond the minimum required may substitute for education.
  • Three (3) to Four (4) years of experience performing budget preparation, and/or financial analysis work.
  • Three (3) to Four (4) years of experience developing MS Excel spreadsheets. Experience can include advanced formulas and pivot tables/charts.
  • Preferred Qualifications:

  • Familiarity with CAPPS Financials or similar accounting software.
  • Experiences with government accounting and budget practices.
  • Experience with Crystal Reports.
  • Experience with automated budget systems.
  • Experience with financial (budget, forecasting, accounting) reporting software.
  • Experience with cost allocation formulation and methodologies.
