Overview

The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs, managing over $2.5 billion in federal money annually. This role conducts advanced, complex compliance analysis and leads a team of reviewers across Texas for USDA Child Nutrition Program participants.

Responsibilities
  • Lead a team of reviewers conducting Administrative Reviews and Procurement Reviews for contracting entities participating in USDA Child Nutrition Programs.
  • Ensure evaluation of programmatic and financial performance, including review of management operations, internal controls, and accounting records using standard audit standards.
  • Coordinate and lead follow‑up reviews of approved entities and ensure all team members complete tasks accurately and thoroughly.
  • Prepare pre‑review work, gather documents, organize files, and assess history.
  • Document and monitor corrective action plans (CAP) and corrective action documentation (CAD), ensuring timely completion.
  • Prepare correspondence to inform contracting entities of findings and recommendations.
  • Provide technical assistance and recommendations for compliance with program rules.
  • Foster collaboration among team members and communicate results to management.
  • Evaluate compliance results, recommend actions on reimbursement or termination, and support appeals and hearings.
  • Follow all TDA policies and perform other duties as assigned.
Qualifications
  • Bachelor’s degree (or one year of related work experience in lieu of one year of college).
  • Minimum three (3) years of experience in compliance review or four (4) years in regulatory/financial compliance, including a senior or lead role.
  • Experience analyzing and preparing detailed technical reports and interpreting rules and regulations.
  • Valid Texas driver’s license with an acceptable driving record.
  • Current evaluation meeting or exceeding expectations in all performance categories (score of 3.25) on the Compliance Review Monitor job description.
Preferred Qualifications
  • Team lead or coordinator experience.
  • Experience conducting Administrative Reviews for child nutrition programs.
  • Experience in governmental auditing or compliance.
Knowledge, Skills & Abilities
  • Knowledge of federally funded child nutrition programs.
  • Excellent customer service skills for internal and external customers.
  • Computer proficiency and ability to prepare recommendations.
  • Problem‑solving, evaluation of alternatives, and effective solution implementation.
  • Strong communication skills, both oral and written.
  • Ability to supervise and exercise sound judgment and discretion, while maintaining confidentiality.
Physical Requirements & Working Conditions

Normal office environment with occasional exposure to dust and allergens. Requires periods of sedentary work as well as walking, standing, pulling, pushing, kneeling, stooping, and bending. Capable of lifting up to 50 pounds. Travel up to 40 % of the time and overnight travel may be required.

Telework & Work Hours

TDA does not offer telework and requires employees to be physically present. Core hours 8:00 a.m. – 5:00 p.m., Monday–Friday. Customer service may be required 6:00‑8:00 a.m. and 5:00‑6:00 p.m.
