Job Description

The Investigator V of the Internal Affairs Division reports to the Manager of Internal Affairs, Office of Inspector General. The position performs complex investigations (administrative and criminal) involving HHS employees, contracts, contractors, and vendors. Investigations are conducted under the general direction of a Team Lead and managed through the Internal Affairs Manager and Director of Internal Affairs. Responsibilities include interviewing and taking statements;

gathering and analyzing records; coordinating with internal and external departments on joint investigations; serving as the lead on joint investigations; conducting surveillance and covert investigations; preparing investigative reports; and testifying in judicial proceedings or administrative hearings. Findings are referred to HHS management for adverse personnel actions or other executive-level responses, to prosecuting authorities, and to outside entities at the local, state, and federal levels.

50% travel is required.

Essential Job Functions
  • Conduct investigations and examinations of alleged violations of laws, rules, and regulations. Identify, contact, and interview potential witnesses and complainants. Collect data and conduct field studies. Assist in undercover or surveillance work regarding suspected violators. (35%)
  • Evaluate, summarize, and document investigative findings. Prepare records, correspondence, and reports. Interact and exchange information with various state or federal law enforcement organizations. (30%)
  • Examine, investigate, and analyze the business activities of entities to ensure compliance with statutory standards and regulations. Review samples of completed investigations for consistent correct application of policy and monitor quality and quantity of investigations conducted. (20%)
  • Assist in preparing cases for presentations at hearings or in court. Testify and present evidence in formal hearings or court proceedings. (10%)
  • Attend work on a regular and predictable schedule in accordance with agency leave policy. Perform related work as assigned. Keep the manager informed as required or as necessary. (5%)
Registrations, Licensure, or Certifications

Applicant must possess a valid Texas Driver's License by employment start date. Ability to obtain Texas Law Enforcement Telecommunication Systems (TLETS) certification.
