I. JOB SUMMARY

Performs advanced staff services work. Work involves planning, directing, and overseeing staff services functions; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

II. ESSENTIAL FUNCTIONS
  • A. Oversees the performance of a variety of technical, research, planning, policy, program assessment, and administrative activities for assigned programs; plans and coordinates special and administrative assignments and programs; oversees the development of programs and of adjustments to methods and procedures to comply with legislative and other changes; and plans and coordinates agency services with federal, state, and local authorities.
  • B. Oversees the completion of and monitors required performance reports and recommends appropriate changes; and oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
  • C. Analyzes internal processes and recommends and implements procedural and policy changes to improve operations; develops regulations and procedures; and prepares and reviews operational and special reports.
  • D. Screens, interviews, and recommends employment of applicants; and recommends promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.
  • E. Supervises the work of others.
  • * Performs a variety of marginal duties not listed, to be determined and assigned as needed.
III. MINIMUM QUALIFICATIONS

A. Education, Experience, and Training
  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Criminal Justice or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year‑foryear basis.
  • Seven years full‑time, wage‑earning criminal justice, auditing, operational review, technical review, or program evaluation experience.
  • Experience in the supervision of employees preferred.
  • * Applicants must meet the Texas Law Enforcement Telecommunications System (TLETS) access eligibility criteria as contained in the FBI Criminal Justice Information Systems Security Policy.

    Knowledge and Skills
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in administrative problem‑solving techniques.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in the use of computers and related equipment in a stand‑alone or local area network environment.
  • Skill to organize, analyze, and prepare statistical reports.
  • Skill to review technical data and prepare technical reports.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to prepare and maintain accurate records, files, and reports.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to train and supervise the work of others.
