I. JOB SUMMARYPerforms advanced staff services work. Work involves planning, directing, and overseeing staff services functions; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS- A. Oversees the performance of a variety of technical, research, planning, policy, program assessment, and administrative activities for assigned programs; plans and coordinates special and administrative assignments and programs; oversees the development of programs and of adjustments to methods and procedures to comply with legislative and other changes; and plans and coordinates agency services with federal, state, and local authorities.
- B. Oversees the completion of and monitors required performance reports and recommends appropriate changes; and oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
- C. Analyzes internal processes and recommends and implements procedural and policy changes to improve operations; develops regulations and procedures; and prepares and reviews operational and special reports.
- D. Screens, interviews, and recommends employment of applicants; and recommends promotions, demotions, merit increases, disciplinary actions, transfers, and discharge of employees.
- E. Supervises the work of others.

A. Education, Experience, and Training
