Job DetailsThe University of Texas at Austin Police Department Police Inspector position is a sworn peace officer position that assists the police administration in maintaining the public trust by conducting investigations of sworn and non-sworn employees involved in criminal activities, use of force incidents, or violations of departmental policies. The investigator receives and investigates complaints whether received from community members or university employees in accordance with University policies and Texas State labor law.
The position is open to both internal and external candidates.
Conduct thorough, unbiased investigation of all use of force incidents and complaints received against police department employees. Acts as a liaison between the department and the Office of the Director of Police on critical incidents and sensitive or high profile investigations.
Responsibilities- Plan, organize, conduct, and document administrative investigations into allegations of misconduct by sworn and non-sworn UTPD employees and review all use of force incidents. Consult training unit on outcomes of reviews and guide department wide training topics to include the development of course curriculum for first line supervisors' response and review of use of force incidents.
- Document and prepare extensive case files to support investigations and conclusions; coordinate investigations, reviews, and analyses with UTPD chain of command and outside agencies; organize and complete case reports and case files within mandatory time frames. Facilitate efficient processes and procedures for response to critical incidents.
- Plan, organize, and conduct on- and off-scene interviews of complainants, involved employees, and witnesses; document all interviews with appropriate media, including digital recordings and written transcriptions; adhere, observe, and follow departmental policy and established labor law in regard to employee and due process rights.
- Interpret evidence; coordinate staff training covering internal affairs processes; research law enforcement best practices; assist with pre-employment background screening; respond to requests for additional information.
- Maintain and oversee the department's established system for storing, accessing, and retaining evidence generated from body worn cameras and fleet camera systems. Establish and maintain Axon Standards workflow processes to include generating an annual use of force report.
- Other duties as assigned involving investigation, information gathering or related topics. May be required to respond to after-hours critical incidents.
- Minimum 10 years full-time in a full-service law enforcement agency.
- Minimum 5 years of supervisory experience (at least 3 as Sergeant or above).
- Minimum 5 years as a full-time investigator or detective.
- Minimum 5 years conducting administrative employee misconduct investigations.
- Eligible for and must maintain TLETS access per FBI CJIS policy.
- Valid U.S. driver's license; must obtain Texas license and maintain acceptable record.
- Pass comprehensive background check (fingerprints, criminal history, character).
- Successfully complete firearms qualification.
- Successfully complete psychological assessment.
- Current/prior TCOLE Peace Officer License; if prior, must be eligible for re-licensure within 90 days of hire, and have a Master Peace Officer Certificate.
Relevant education and experience may be substituted as appropriate.
Preferred QualificationsMinimum two years of internal affairs experience.
Driving RequiredThis job requires a class "C" operator's driver's license. The applicant selected must provide a current three year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre-employment, post-accident, reasonable suspicion, random, return-to-duty, and follow-up drug and alcohol testing).
