GENERAL DESCRIPTION:

Perform highly advanced (senior-level) contract management work for high dollar, high profile contracts. Work involves developing and evaluating contracts for products and services. Plan, assign, and oversee the work of others. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:
  • Develop and interpret procurement and contract administration policies and procedures.
  • Oversee the development of service and commodity contracts by identifying provider resources, describing services to be rendered, and negotiating price and product contractual terms.
  • Oversee and participate in contract pre‑award and post‑award activities; monitor contract performance and billings.
  • Resolve contract issues and concerns.
  • Oversee and assist in negotiating contract renewals, amendments, and plan changes.
  • Oversee and review specifications for requests; plan, develop and coordinate procurement documents and evaluation instruments; and maintain contracting records.
  • Provide technical assistance to agency staff, other agencies, organizations and the community regarding contract administration, policies and procedures.
  • Plan, assign, and oversee the work of others.
  • Perform compliance review of contract related documentation to determine compliance with policy, procedure and legal requirements.
  • Oversee the monitoring of and/or monitor legal, rule and regulatory requirements pertaining to contracting.
  • Identify training needs and determine how training should be provided and conducted.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
  • GENERAL QUALIFICATIONS AND REQUIREMENTS:
    Education

    High School Diploma/equivalent required. Graduation from an accredited four‑year college or university with a major in Business Administration, Public Administration, Finance, Accounting or a related field is preferred.

    Experience

    Minimum of six (6) years full‑time purchasing, contracting or contract management. Two (2) years of direct Texas State purchasing or contracting experience preferred. Experience administering high dollar and highly complex contracts and facilitating contract activities utilizing the Texas Request for Proposals (RFPs) and Request for Offers (RFOs) are preferred.

    Additional work experience of the type described or other related education may be substituted for one another on a year‑for‑year basis.

    Licensure and/or Certification

    If driving is required, must possess a valid driver license from state of residence. Must possess or be able to attain a Certified Texas Contract Developer (CTCD) [formerly Certified Texas Procurement Manager] and Certified Texas Contract Manager (CTCM) with eleven (11) months of hire. Must maintain valid certification for continued employment in this position.

    Regulatory knowledge

    Knowledge of applicable state and federal laws, rules regulations, and statutes. Knowledge of contracting regulations, policies, and procedures.
