Position Description

The SVP Government Relations is responsible for developing and executing the Bank’s federal and state government relations strategy to support the Bank’s mission and strategic objectives. The role advises executive leadership on legislative and regulatory matters and protects the Bank’s interests.

Day-to-Day Duties and Responsibilities
  • Develop and execute comprehensive federal and state government relations strategies aligned with the Bank’s business objectives.
  • Monitor legislative and regulatory developments at the federal and state level and assess their impact.
  • Provide strategic analysis and recommendations to executive leadership on legislative, regulatory, and public policy developments.
  • Advocate and engage to advance the Bank’s legislative and regulatory priorities.
  • Represent the Bank in associations, industry councils, and external forums.
  • Communicate the Bank’s positions on behalf of the Bank in legislative, regulatory, and public policy matters.
  • Engage with members of Congress, congressional staff, federal and state regulatory agencies, trade associations, and other stakeholders.
  • Serve as Treasurer of the Tenth District Farm Credit Council, supporting governance and reporting activities.
  • Establish and maintain relationships with policymakers, regulators, industry leaders, and advocacy organizations.
  • Coordinate executive engagement with federal and state policymakers, including meetings, visits, and events.
  • Lead and coordinate advocacy initiatives supporting the Bank’s priorities.
  • Lead Political Action Committee fundraising efforts and engagement strategies.
  • Ensure compliance with all federal and state lobbying disclosures and political activity requirements.
  • Coordinate grassroots advocacy across the district.
  • Partner with legal, compliance, and communications teams to ensure alignment on strategy.
  • Provide subject matter expertise and strategic guidance to senior leadership.
  • Support enterprise risk management by identifying legislative and regulatory risks.
  • Contribute to strategic planning initiatives with insights into regulatory trends.
  • Manage relationships with external lobbying firms, consultants, and advisors.
  • Monitor performance and effectiveness of external advocacy efforts.
Travel Requirements

Regular travel is required, including to Washington, D.C. and other locations to support legislative and regulatory engagement.

What You Bring to the Team
  • Bachelor’s degree in political science, public policy, public administration, communications, business, or related field.
  • Minimum fifteen (15) years of progressive professional experience in government relations, public policy, legislative affairs, regulatory affairs, or related fields.
  • Leadership experience within the Farm Credit System with roles involving legislative engagement, advocacy, external affairs, or institutional representation.
  • Experience working with federal and state legislative and regulatory bodies.
  • Ability to develop and execute advocacy strategies and influence policy outcomes.
  • Experience advising senior leadership on legislative and regulatory matters.
  • Experience working with trade associations, policymakers, and regulatory agencies.
