Job Summary

Performs moderate complex administrative and supervisory program work. Work involves assisting in establishing program goals and objectives; developing program guidelines, policies, and procedures; establishing schedules, priorities, and standards; evaluating program activities; and supervising the work of others. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Functions
  • Plans, implements, coordinates, and monitors program operations and activities; assists in the development of program guidelines, policies, procedures, rules, and regulations; prepares and reviews reports on the effectiveness of program activities; and makes recommendations for improvements.
  • Oversees the coordination of the release process for sex offenders, ensuring offenders and other special releases that require special transportation; monitors the sex offender registration process; and ensures compliance with current legislation, statutes, regulations, and agency policies and procedures.
  • Provides liaison with staff, other agencies, and the public; confers with staff on program issues and problems; assists in the preparation of training and operational manuals and educational materials; and provides technical assistance and training on program services and procedures.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
Minimum Qualifications

A. Education, Experience, and Training

  • • Bachelor's degree from an accredited college or university. Major coursework in Criminal Justice, Business Administration, Behavioral Science, or a related field preferred. Each additional year of experience beyond the required two may be substituted for 30 semester hours on a year‑for‑year basis.
  • • Two years full‑time, wage‑earning technical program support, criminal justice, or program administration experience.
  • • Offender classification experience preferred.
  • • Experience in the supervision of employees preferred. Applicants must meet the Texas Law Enforcement Telecommunications System (TLETS) access eligibility criteria as contained in the FBI Criminal Justice Information Systems Security Policy. B. Knowledge and Skills

  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in problem‑solving techniques.
  • Skill in the use of computers and related equipment in a stand‑alone or local area network environment.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to prepare and maintain complex records, files, and reports.
  • Skill to review technical data and prepare technical reports.
  • Skill in the use of Microsoft Office Suite or equivalent for word processing, spreadsheets, databases, or presentations.
  • Skill to train and supervise the work of others.
