Brief Position Summary

Performs highly complex natural resources work for a military conservation program. Tasks include design, conduct, and oversight of natural resources monitoring; investigative research; wildfire and prescribed fire management; and military project reviews for regulatory compliance and sustainability at training sites. The role reports to the Natural Resources Manager and works independently with limited supervision.

Essential Job Functions and Responsibilities
  • Support conservation strategies aligned with TMD’s infrastructure protection goals (erosion control, vegetation management, habitat preservation).
  • Monitor and mitigate environmental risks such as invasive species, water contamination, or land degradation.
  • Collaborate with engineering, environmental, and security teams to integrate natural resource management into infrastructure resilience planning.
  • Maintain documentation of natural resource activities and compliance efforts per TMD policy and regulations.
  • Support emergency response and recovery related to natural resource hazards affecting secure infrastructure.
  • Ensure compliance with federal, state, and local environmental laws (NEPA, Clean Water Act, Endangered Species Act).
  • Coordinate monitoring, surveys, and studies of natural resources at Army National Guard training facilities; evaluate results for condition and trend analysis.
  • Collaborate on training site development planning regarding natural resources considerations.
  • Prepare technical documentation for military project reviews; recommend actions and conduct follow‑up inspections.
  • Present technical findings at meetings with stakeholders.
  • Plan and coordinate wildfire management and prescribed burning training in partnership with the Texas A&M Forest Service and Texas Army National Guard.
  • Assist in developing habitat management and restoration plans to support INRMPs.
  • Conduct public meetings, provide technical assistance, and advise on natural resources programs involving prescribed burns and habitat management.
  • Develop methods to improve natural resource management techniques and monitor endangered species and sensitive ecosystems.
  • Prepare educational materials and training manuals for natural resources programs.
  • Prepare, review, edit technical papers, permits, publications, and reports; perform research and literature reviews supporting INRMPs.
  • Participate in public outreach and education programs related to natural resource objectives.
  • Manage contracted natural resources projects, develop scopes of work and budgets.
  • Evaluate effects of proposed projects on natural resources and recommend actions to mitigate adverse impacts.
  • Provide technical assistance in pest management, invasive species management, game management, urban biology, rare species, and wetlands.
  • Use GIS and GPS to prepare and conduct fieldwork, develop, analyze data, and present findings.
  • Train others as needed and perform related work as assigned.
  • Attend work regularly and observe approved work hours per agency policies.
  • May be required to perform duty in support of emergencies, disasters, and other missions, including holidays and weekends.
Qualifications
  • Education (Required) – Graduation from an accredited four‑year college or university (substitution allowed).
  • Education (Preferred) – Graduation with major coursework in wildlife biology/management or a related natural sciences field.
  • Experience (Required) – Four (4) years in environmental quality, natural resources botany, or agronomy.
  • Experience (Required) – Proficiency in Microsoft Office (Word, Excel, Access, Publisher, PowerPoint, Outlook).
  • Experience (Required) – Proficient use of GIS applications.
  • Experience (Preferred) – National Wildland Fire Coordination Group (NWCG) Firefighter Type 1 qualification.
