Job OverviewUnder the direction of the Program and Policy Manager, the Grant Specialist IV will perform advanced grant development, coordination, and administration for the Office of Area Agencies on Aging (OAAA). Responsibilities include preparing, maintaining, and reporting on grants; coordinating grant applications; reviewing deliverables for compliance; monitoring grant awards; serving as a liaison between funding sources and state and federal government; and providing in‑depth analysis and technical assistance for program design and implementation.
EssentialJob Functions
- (30%) Coordinates grant‑related applications, renewals, documents, reports, budgets and communications; works with fiscal oversight teams, finance, and Federal Funds Office; prepares and submits all grant documents and ensures all deadlines are met.
- (25%) Oversees OAAA compliance with all grant requirements; tracks activity completion and progress on goals, milestones, budgets, and performance measures; collects, reviews, and approves subrecipient and contractor budgets, work plans, progress reports, and invoices.
- (15%) Develops and reviews policies, procedures and rules, including federal guidelines; interprets and prepares formal guidance; provides technical assistance via phone, email, or video conference.
- (15%) Leads cross‑functional work groups of internal and external stakeholders to develop objectives, work plans, policies and procedures; serves as a liaison between HHSC, other HHS agencies, federal government, and external stakeholders; attends meetings, outreach events, and makes program presentations.
- (10%) Assists with monitoring activities such as risk assessments, desk audits, on‑site reviews, and programmatic reviews; assists with developing scopes of work and annual contract renewals.
- (5%) Performs other duties as assigned, including disaster response or continuity of operations support; participation may require alternate shift patterns or location changes.
- Knowledge of state and federal grant and contract laws, budgeting, and program design.
- Skill in grant preparation, evaluation, monitoring, report writing, and budget development.
- Skill in analyzing complex legislation, policy, and operational issues.
- Skill in identifying program performance measures and analyzing data.
- Interpersonal skill to work under pressure, negotiate, resolve conflicts, and establish effective relationships.
- Research, interpretation, and analysis of complex data and policies.

- Bachelor’s degree (or equivalent) in public administration, business administration, or related field (preferred).
