Performs advanced (senior-level) professional administrative and policy analysis work. Work involves coordinating and implementing organizational studies and evaluations, reviewing systems and procedures, coordinating work simplification studies, and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
EssentialJob Functions
- Coordinates, plans, and directs organizational studies of work problems
- Uses in-depth knowledge of or ability to research Federal and State contract laws and regulations, and Department contracting needs, and best practices; as well as consultation with other Department staff, to develop and implement contract policies and processes, including creating and updating templates, forms, and documentation related to contract management functions.
- Coordinates cross-program work groups to facilitate contracting needs across contract programs and other administrative support programs.
- Project manages across contracting program areas to achieve project outcomes addressing work problems.
- Conducts research of identified work problems to offer potential solutions for executive level staff.
- Develops new or modifies existing administrative program policies, procedures, goals, and objectives
- Developing and revising policies, procedures and tools to best guide contracting personnel throughout the contracting lifecycle.
- Interpreting State and Federal rules and regulations, Comptroller requirements, and DFPS Contract Policy to inform and support contract management activities.
- Identifying issues related to policy guidance and making recommendations that support contracting compliance and risk management.
- Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation
- Developing and delivering web-hosted, computer-based, and face-to-face trainings; including basic job skills training for contracting personnel, and other on-demand trainings as necessary.
- Participates in or leads work groups to address organization issues and develop project deliverables to achieve a successful and desired outcome.
- Develops and delivers training curriculum to foster cultural change around contracting policies and procedures.
- Designs, evaluates, recommends, and approves changes to forms and reports
- Designs, evaluates, and modifies forms that support contracting processes.
- Coordinates with DFPS legal to modify and update contracting documents and boiler plates.
- Ensures that form designs meet accessibility standards.
- Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements
- Examines contract needs, inefficiencies and priorities to recommend solutions and required resources.
- Evaluates requests of technical assistance from contracting program areas to prioritize responses, determine time frames for responses, subject matter expert resource assignment as needed, and management level elevation as needed.
- Identifies knowledge gaps and procedural inconsistencies as part of training curriculum delivery and participant evaluations and comprehension assessments.
- Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated
- Maintains trend and gap analysis to continuously enhance guidance provided.
- Examines contracting historical policy and procedures as relevant to current issues and identifies any unintended consequences due to procedural and policy changes.
- Examines training knowledge assessments to evaluate training efficacy and knowledge retention and determine curriculum adjustments.
- Reviews and evaluates new or improved business and management practices for application to agency programs or operations
- Reviews and updates documented contracting processes due to changes in legislation, technology, and efficiencies.
- Researches and coordinates the development of new contracting processes to support legislative changes, rules, and guidance from other state agencies such as the Legislative Budget Board, Department of Information Resources, Health and Human Services Commission, and Department of Public Safety.
- Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems
- Maintaining awareness of gaps and trends and developing possible solutions.
- Reviews audit and quality assurance findings related to contracting areas of responsibility to identify gaps and provide solutions.
- Evaluates contracting program requests for clarification to identify problem, determine scope and recommend course of action to provide corrective measures.
