Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments. Our mission is to serve as a trusted steward of public resources with integrity and accountability to ensure a fiscally sound city.

Position Overview

Temporary Contract Management Specialist III – provides central purchasing support for the Financial Services Department.

Responsibilities
  • Develop and manage complex contracts and grants under limited supervision.
  • Prepare for bids process by gathering contract requirements, determining appropriate commodities or scope of work for contract bid, recommending and preparing supplemental terms and conditions, drafting purchase documents.
  • Perform spot buying off existing contracts where permitted.
  • Develop and maintain contract database(s) spreadsheets or other contract‑management tools; enter data into the system of record and generate approval documents to support purchases.
  • Establish budgeted base, resolve variances; submit and coordinate requisitions, evaluate bid files and prepare recommendations for award.
  • Develop and manage requirements for complex contracts or grants by monitoring budgeted amounts, expended amounts, or contract’s dollar balance and time remaining, recommending extension or new bid, processing contract modifications and contract releasing activities.
  • Manage contractor and subcontractor performance for compliance to contract terms and conditions by monitoring contractor performance, inspecting product for compliance, preparing and discussing performance evaluations, and reporting and resolving complex contractual issues.
  • Prepare and develop reports on contractor performance, supply chain effectiveness, contract expenditures, purchase history for management, team members and customers.
  • Manage supply chain by reviewing status of selected materials, identifying problems, recommending or implementing solutions.
  • Coordinate product demonstrations and provide technical and contractual assistance by developing, advertising, coordinating and conducting workshops, training and orientation sessions.
  • Conduct site visits to educate contractors and subcontractors about contract requirements, conduct interviews with contract workers, obtain payroll records for audits, inspect products for compliance.
  • Develop requirements for new contracts by researching purchase history, product information, preparing supplemental terms and conditions, performance measurements.
  • Research and respond to inquiries from City Council, City Management, Boards and Commissions, vendors and stakeholders.
  • Provide leadership, work assignments, evaluation, training and guidance to others as necessary.
Knowledge, Skills, and Abilities
  • Knowledge of contract law, contracting practices, regulations, policies, and techniques.
  • Knowledge of contract development, contract language, terms and conditions.
  • Knowledge of Federal, State and Local laws and city practices, policies, procedures.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to evaluate contract agreements, write specific terms or conditions, enforce contractual obligations, evaluate contractor performance.
  • Ability to resolve complex problems.
  • Ability to lead a work group.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other City employees and the public.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration or related field.
  • Four (4) years of experience in a related field (experience may substitute for education up to four years). A Master’s degree may substitute for required experience up to two years.
Preferred Qualifications
  • Professional procurement experience working for a municipality or other governmental agency within strictly defined purchasing guidelines.
