The Texas General Land Office is seeking a Management Analyst IV
-V (Management Analyst) within the Community Development & Revitalization Department of the agency. Management Analyst IV:
Performs highly advanced (senior-level) professional administrative and policy analysis work focused on the successful execution and regulatory oversight of federally funded disaster recovery and mitigation programs. Work involves overseeing, implementing, and organizing monitoring and audit events while evaluating department-wide systems and procedures. Management Analyst V:
Performs highly advanced (senior-level) professional organizational analysis and oversight work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work. This position will serve as a critical function in the Regulatory Policy team and its functioning in assisting the department in ensuring that the GLO is following and abiding by federal and state rules and regulations tied to the execution of programs and policies for the department's CDBG-DR and CDBG-MIT funding for large scale disaster recovery efforts and mitigation efforts.

What Your Contributions to the GLO Will be:
- Oversees, leads and coordinates highly complex and large scale internal and external monitoring reviews and program audits. Provide comprehensive department‑wide support by organizing area responsibilities, aligning tasks, and ensuring all required activities are completed before, during, and after monitoring and audit events. Key responsibilities include reviewing regulatory documentation, issuing detailed guidance and formal reports, and supporting program areas in resolving identified issues.
This position tracks findings, commitments, and corrective actions to ensure continuous adherence to federal, state, and departmental regulatory standards. - Ensure accountability across the organization by monitoring progress toward the completion of all audits and monitoring recommendations. Through consistent follow‑up and coordination, this individual reinforces department‑wide compliance and strengthens long‑term regulatory policy adherence.
- Partners with senior leadership define division priorities, assess resource needs, and guide long term strategic direction. They research historical and current policy data to identify procedural gaps, systemic deficiencies, and opportunities for operational improvement. Using this analysis, the role develops evidence-based recommendations that strengthen organizational performance and ensure consistent adherence to federal and state regulatory requirements.
- Evaluates proposed legislation and emerging regulatory policy measures to determine their impact on program operations. Proactively implements necessary adjustments, updates standard operating procedures, and aligns internal processes to maintain continuous regulatory compliance across the department.
- Serves as a primary point of contact between internal stakeholders within the CDR Department and external partners, including the U.S. Department of Housing and Urban Development. They collaborate with management to define project scopes, establish priorities, and ensure alignment across teams and initiatives. Proactively manages project risks, monitors milestones through structured status reporting, and establishes documentation procedures to support effective change management.
