Job Title
Village rural, member of the Community of Communes of the Haute Vallée de Chevreuse, located in the center of the Regional Nature Park of the Haute Vallée de Chevreuse, 35 kilometers from Paris. Under the direction of elected officials, the Secretary General of the town hall implements the policies outlined by the municipal team and coordinates the services of the municipality with its material, financial, and human resources.
Job DescriptionMissions: 1 - Welcome, inform the population and process files in the areas of: civil status, elections, town planning, social assistance. 2 - Assist and advise elected officials, prepare the municipal council, deliberations, commissions, mayor's orders. 3 - Prepare, format and follow the execution of the budget. 4 - Follow public contracts and subsidies. 5 - Manage the accounting: commitments of expenses and titles of receipts.
6 - Manage personnel administration 7 - Manage the communal property and follow the works. 8 - Manage the administration of existing communal services (hall, nursery, canteen,...). 9 - Manage and develop links with intercommunal structures and partners.
KNOWLEDGE:
- know the areas of competence of the municipalities and their organization;
- know the status of the Territorial Public Service and the rules of civil and urban planning status;
- know the regulatory procedures for the award of public contracts and contracts;
- know the legal rules for the elaboration of administrative acts;
- know the regulatory framework for the operation of public bodies and institutions.
SKILLS:
- respect regulatory deadlines;
- manage versatility and priorities;
- verify the consistency and compliance with the regulatory framework of administrative files;
- prepare files for mandate, expenses and receipts, requests and justifications of subsidies and financial declarations;
- prepare and format the decisions of the municipal council, administrative acts of the mayor and civil status acts;
- develop and animate a reception system for the population;
- pilot, follow and control the activities of agents. ATTITUDE:
- know how to communicate and have a good capacity for listening and understanding;
- have a sense of public service (deontology and discretion);
- benefit from excellent relational qualities.
Working conditions:
Position to be filled as soon as possible. Working time is shared with other municipalities of the Community of Communes at a rate of approximately 40% of working time with the possibility of travel to these municipalities. Possibility of working two Saturdays per month. Statutory remuneration + RIFSEEP indemnity scheme Participation in the mutual + participation in the CNAS envisaged.
