The State of Texas awards billions of dollars of contracts every year, many of which directly impact the lives of Texans. The Contracts Oversight Team provides legislative oversight of those contracts and the State’s procurement activities. Contracts Oversight Analysts monitor and review contracts to ensure adherence to procurement rules and best practices. Additionally, Analysts assist in the legislative and budget process as needed.

The position reports to the Contracts Oversight Manager and works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Responsibilities
  • Conduct contract reviews to determine compliance with laws, regulations, policies, and procedures.
  • Analyze large data sets to identify high‑risk contracts and formulate appropriate conclusions and recommendations.
  • Develop procedures and tools to measure and monitor agencies’ performance and compliance. Identify potential topics for future review.
  • Evaluate operations and outcomes in light of legislative intent and industry best practices.
  • Maintain expert knowledge in state procurement laws, rules, and best practices.
  • Present and explain findings to LBB management, legislative committees, and others.
  • Write and edit reports that are suitable for publication.
  • Prepare fiscal impact estimates for proposed bills and resolutions during the legislative session.
  • Coordinate and collaborate with other LBB analysts on budget, performance, and revenue issues, as appropriate.
  • Communicate with state agencies to assist with required contract reporting.
  • Contribute to agency projects and perform related work as assigned.
Qualifications

  • Communicate professionally in writing and orally (including presentations in formal and informal settings).
  • Create timely, relevant, accurate, and polished work products.
  • Use business tools successfully (i.e. Microsoft Office, Google Chrome, email, customized applications, desktop pc, laptop/tablet, and smart phone).
  • Analyze, synthesize, and summarize quantitative and qualitative information. Identify alternatives and make recommendations supported with evidence.
  • Maintain confidential and sensitive information and follow agency protocols.
  • Understand the legislative and budget processes.
  • Work at a computer and desk for extended periods.

Education and Experience
  • Graduation with a baccalaureate degree from a regionally accredited college or university is required.
  • Earned graduate degree is preferred.
  • Advanced experience with Excel (formulas, Pivot tables, macros) and Tableau (data visualizations) is preferred.
  • Experience developing, administering, managing, or overseeing complex contracts or purchases is preferred.
  • Certified Texas Contract Developer (CTCD) or Certified Texas Contract Management (CTCM) certification is preferred. Opportunities to obtain certification will be provided.
  • Course‑work or degree in public policy or administration, program evaluation, quantitative/qualitative research, educational measurement/research, financial affairs, accounting, academic affairs, legal research or a related field is preferred.
  • Two years of progressively responsible full‑time work experience in a relevant policy area is preferred.
