Job Summary
The Director of Government Affairs and Public Policy serves as the lead staff member responsible for advancing Texas Nurse Practitioners' legislative, regulatory, political, and public policy priorities. Working closely with the CEO, Board of Directors, Policy Committee, PAC Committee, contract lobbyists, coalition partners, and member leaders, this position develops and implements comprehensive advocacy strategies to protect and expand access to high-quality healthcare through nurse practitioner practice.
The Director serves as a representative for TNP to state agencies, legislative bodies, coalition partners, healthcare organizations, media outlets, and other external stakeholders. The position oversees grassroots advocacy initiatives, political action committee activities, policy communications, coalition engagement, member education, and legislative strategy while serving as a trusted resource for members regarding healthcare policy, regulatory developments, and practice issues.
Specific Duties Government Affairs & Legislative Advocacy- Develop and execute TNP's legislative and regulatory advocacy strategy.
- Monitor state and federal legislation, regulations, and policy developments impacting nurse practitioners and healthcare delivery.
- Coordinate legislative priorities and advocacy efforts with contract lobbyists and key stakeholders.
- Draft testimony, legislative analyses, policy positions, regulatory comments, and advocacy materials.
- Prepare organizational leaders, members, and stakeholders for legislative hearings, meetings, and testimony.
- Coordinate Capitol Days, Lobby Days, and legislative engagement activities.
- Serve as TNP's representative to state and national healthcare coalitions and professional organizations.
- Lead and coordinate coalition initiatives including Texans for Healthcare Access and other strategic advocacy partnerships.
- Develop and maintain relationships with legislators, regulators, healthcare associations, advocacy groups, and policy leaders.
- Facilitate collaboration among coalition partners to advance shared legislative and regulatory goals.
- Direct the Legislative Ambassador Program and grassroots advocacy network.
- Develop advocacy training and educational programs for members, students, affiliates, and volunteer leaders.
- Coordinate member engagement during legislative sessions and advocacy campaigns.
- Support university outreach and policy presentations to NP students and emerging leaders.
- Serve as staff liaison to the TNP PAC Committee.
- Coordinate PAC reporting, compliance activities, fundraising initiatives, and donor engagement.
- Assist in planning and executing PAC fundraising events and political engagement opportunities.
- Support candidate evaluation, endorsements, and political strategy discussions consistent with TNP-approved policies.
- Manage the TNP Media Speakers Bureau and support media engagement efforts.
- Draft press releases, public statements, talking points, op-eds, policy briefs, fact sheets, and advocacy materials.
- Provide strategic communications support during legislative, regulatory, and public affairs initiatives.
- Serve as a spokesperson or media resource as appropriate.
- Develop policy updates, Capitol Watch reports, legislative summaries, and member resources.
- Respond to member inquiries regarding healthcare policy, legislation, regulations, and practice issues.
- Support student projects, interviews, and research initiatives related to healthcare policy and advocacy.
- Coordinate educational programming for members, affiliates, and conference attendees.
- Serve as staff liaison to the Policy Committee and PAC Committee.
- Assist with development and implementation of advocacy-related budgets.
- Coordinate planning and content development for policy conferences and advocacy events.
- Prepare reports and recommendations for the CEO, Board of Directors, and committees.
- Perform other duties as assigned.
- Bachelor’s degree required; advanced degree preferred.
- Minimum of 5 years of experience in government affairs, advocacy, or public policy; healthcare experience preferred.
- Strong knowledge of Texas legislative and regulatory processes, including policy development and advocacy strategies.
- Excellent written and verbal communication skills, with experience developing policy briefs, position papers, press releases, and member communications.
- Proven ability to deliver effective presentations and facilitate meetings with diverse stakeholders.
- Experience managing Political Action Committee (PAC) activities, including fundraising, compliance, reporting, and governance.
- Demonstrated success building and maintaining relationships with legislators, regulatory agencies, coalition partners, and other key stakeholders.
