This position is open to U.S. citizens and permanent residents and requires the selected candidate to work onsite from an HHS office in Austin, Texas.
Position OverviewTitle:
IT Legislative Support Specialist (Management Analyst V) – Deputy Chief Information Officer, Operational Support Division, Information Technology Office, HHSC.
- Lead coordination of IT legislative activities, including bill analysis, fiscal impact development, legislative inquiries, exceptional items, and implementation planning.
- Manage legislative tracking and reporting, ensuring timely, accurate responses and visibility into impacts on IT.
- Coordinate with program areas, subject matter experts, and leadership to align on inputs, responsibilities, and deliverables.
- Oversee progress and accountability across multiple concurrent legislative and strategic initiatives.
- Prepare and deliver executive‑level briefings, presentations, and written materials.
- Identify and implement process improvements to strengthen legislative coordination and execution.
- Provide strategic and operational support to the director of Strategic Initiatives.
- Knowledge of Texas legislative processes, timelines, and requirements.
- Knowledge of state government operations and policy development.
- Skills in written and verbal communication, including preparing executive‑level materials.
- Skills in organization, coordination, and project tracking.
- Ability to manage multiple competing priorities in a fast‑paced, high‑visibility environment.
- Ability to synthesize complex information and translate it into clear, actionable insights.
- Ability to work independently with sound judgment and initiative.
- Ability to lead through collaboration and influence across diverse stakeholders.
- Graduation from an accredited four‑year college or university; relevant experience may substitute for education on a year‑for‑year basis.
- Experience with the Texas legislative process.
- Experience coordinating complex projects or initiatives.
- Experience working at the Texas Capitol during a legislative session or in a similar legislative support role.
- Experience developing bill analyses, fiscal notes, or legislative implementation plans.
- Experience supporting executive leadership in legislative or policy environments.
- Experience with Information Technology and HHSC or large state agency operations is a plus.
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHSC Human Resources Manual. Selected candidates must be legally authorized to work in the U.S. without sponsorship and must be willing to commute to the office on the required days.
