- Review FSS contract billings and fiscal data to ensure compliance with HHSC policies, state and federal statutes, and applicable regulations.
- Monitor legal and regulatory requirements, maintain contract records, and manage bill payments.
- Administer contract billing processes, track invoices, and report on payment status.
- Evaluate grantee expenditure data and ensure appropriate use of funds.
- Coordinate with FSS management and other staff to facilitate contracting activities and resolve billing problems.
- Provide billing technical assistance and represent FSS on internal and external work groups.
- Generate reports and status updates for contract performance and renewal decisions.
- Recommend actions for policy and procedure improvements.
- Knowledge of state procurement and contract management requirements, regulations, and best practices.
- Skill in the use of computer and relevant software.
- Ability to evaluate contracts, interpret policies and regulations, and communicate effectively.
Two years’ experience in contract development, management, or evaluation work. Graduation from an accredited four‑year college or university with major coursework in business administration or a related field is preferred.
Certified Texas Contract Manager (CTCM) certification required within one year of hire.
