Contract Specialist V or Contract Administrator I (2601615) Overview

The Texas Department of Transportation (TxDOT) Contract Services Division seeks a highly motivated individual to support agency transportation-related programs by reviewing, processing, and administering non‑typical contracts. The position involves collaborating with attorneys, negotiating contracts, and maintaining contract templates while ensuring compliance with applicable laws and policies.

Compensation

Salary ranges may be determined based on qualifications and business needs:

  • Contract Specialist V – B24 – $85,000 – $100,000
  • Contract Administrator I – B26 – $95,000 – $110,000
Responsibilities

Contract Specialist V

  • Conduct audits, research, and propose solutions for proposals, contracts, contractors, and lettings.
  • Consult with legal staff and management, issuing contract reviews for compliance.
  • Coordinate, process, and monitor third‑party advanced funding agreements and supplemental agreements.
  • Ensure contracts are payable and meet all legal requirements.
  • Maintain detailed data, reports, summaries, records, logs, and statistics related to contracts.
  • Meet with project managers to identify objectives, needs, and issues concerning project contracts.
  • Perform other assigned duties.

Contract Administrator I

  • Oversee and manage policy for advanced and complex contract duties.
  • Define requirements, advise on negotiations, and ensure compliance with policy, law, and accepted contracting practices.
  • Monitor progress, benchmarks, financial expenditures, and allocations.
  • Serve as the primary point of contact for contract issues.
  • Develop and revise procurement documents, change orders, work orders, agreements, and acceptance testing.
  • Provide training on complex contracting issues and advanced technical assistance to program teams.
  • Prepare highly complex contracts, amendments, subcontracts, procedures, and related documents.
  • Research complex statutes, opinions, and policies.
  • Perform other assigned duties.
Minimum Qualifications
  • Five years of contract administration, administrative support, bookkeeping, or accounting experience. Graduate‑level education may be substituted one year per year.
  • Six years of contract administration, contract management, contract development, or related experience. Graduate‑level education may replace one year per year.
Preferred Qualifications
  • Certification:
    Texas Contract Manager (CTCM)
Licenses and Certifications
  • Valid driver’s license (use of a state vehicle required).
Physical Requirements
  • Sedentary work, lifting up to 10 lbs, occasional carrying of files or small tools.
