Salary Ranges
- Planner II: $5,165.00 - $5,521.00
- Planner III: $5,522.00 - $5,733.96
Performs routine (journey-level) to highly complex (senior-level) planning work for the Regional Water Planning Department. Work involves supporting, coordinating and managing planning grant contracts for development of regional water plans. Serves as a liaison (non-voting member) on regional water planning groups. Provides unbiased technical and administrative assistance to regional water planning groups including assisting the groups in understanding and navigating the regional water planning framework, rules, and guidance.
Reviews regional water plan drafts, creates presentations, and informs and educates stakeholders. Supports regional water project development teams and evaluates projects as part of the agency funding application process. Assists in developing the state water plan. May train others. Works under moderate to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Regional Water Planning Department.
JOB FUNCTIONS
- Serves as a liaison (non-voting member) and provides direct technical and administrative assistance to three regional water planning groups to facilitate the timely completion of their regional water plans and studies.
- Attends and represents the TWDB at all regular regional water planning group meetings and public hearings for assigned regions.
- Tracks the progress of and provides proactive assistance to the regional water planning groups in the form of information sharing, training, and explanation and guidance of regional water planning requirements (including statute, agency rule, and contractual requirements).
- Manages research and planning contracts for regional water planning and related studies to ensure contractors stay on track and ensure work products meet the intent of the scope of work, rules, and statutory requirements.
- Reviews and evaluates planning deliverables for contractual, rule, and statutory compliance and approval.
- Performs other routine contract management duties such as reviewing and approving payment requests and ensuring timely processing of contract amendments, budget memorandums, or subcontracts.
- Collects, organizes, and analyzes data required in the development of plans or programs.
- Prepares and evaluates reports and makes presentations.
- Participates in technical, policy, and interagency planning meetings.
- Supports and participates as a member of one or more multi-disciplinary Regional Water Project Development teams through promoting financial assistance programs at stakeholder meetings.
- Reviews applications for funding water-related infrastructure projects.
- Assists in providing quality control review of SWIFT project prioritization information.
- Maintains contact and membership data for assigned regions.
- Ensures information for assigned regions is accurate and up to date on the TWDB website.
- Assists in compiling, writing, and otherwise developing Board and policy items as well as the state water plan.
- Identifies, defines, and researches issues of strategic importance.
- Participates in Supervisor-approved Career Development Plan activities, including the establishment of employee goals and identification of job-related training opportunities as discussed with Supervisor.
- Manages the Texas Water Bank and the Texas Water Trust.
