Crime Intelligence Analyst Supervisor

Under general direction and with extensive latitude for initiative and independent judgment, supervise, plan, and coordinate the research, crime information, and analysis activities in support of the Austin Police Department.

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Performs advanced-level tactical, strategic, administrative and location analyses and oversees associated products and projects including complex information requests from stakeholders such as City Council, City departments, or urgent public information requests.

Performs analytical support for public safety by responding to unplanned City critical events (weather/person related events) outside normal business hours.

Analyzes digital evidence and telecommunications records, conducts in-depth research and testifies as subject matter experts.

Analyzes various data related records returned from search warrants or subpoenas, compiles analytical products, and creates stakeholder presentations.

Determines and implements goals, objectives, and resource requirements for activities within the assigned unit.

Develops, revises, and implements standard operating procedures governing the unit and ensures compliance.

Stays abreast of the latest crime and intelligence analysis theories and techniques and new information technology in the industry through research and monitoring of crime and intelligence analyst servers.

Educates the public and law enforcement personnel on crime trends and prevention through presentations, training courses, and by developing reading material and websites.

Trains new and tenured crime analysts on contemporary analytical practices, case law, and other relevant topics.

Facilitates, attends, and participates in unit, departmental, and professional meetings.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of supervisory and managerial techniques and principles.

Knowledge of city practice, policy, procedure, statutes, ordinances, and criminal law.

Knowledge of the functions and organization of local, State, and Federal government.

Knowledge of law enforcement operations and procedures.

Knowledge of crime analysis and intelligence theories, methodologies, techniques, and procedures.

Knowledge of statistical research and reporting methods, procedures, and techniques.

Knowledge of phone data analysis concepts.

Knowledge of financial crime data analysis concepts.

Skill in handling conflict and uncertain situations.

Skill in oral and written communication.

Skill in handling multiple tasks and prioritizing.

Skill in using computers and related software applications.

Skill in data analysis and problem-solving.

Skill in researching individuals or groups using law enforcement and open-source intelligence resources.

Ability to work with frequent interruptions and changes in priorities.

Ability to quickly recognize and analyze irregular events.

Ability to train others on a wide range of topics with a criminal nexus including software applications, analysis practices, and intelligence-gathering techniques.

Ability to write clear and concise memorandums, analytical reports, and bulletins of complex research and/or investigations.

Ability to effectively use charts, graphs, and geospatial mappings to provide information on crime series, patterns, and trends.

Ability to testify effectively under stressful conditions.

Ability to effectively communicate complex information to groups.

Ability to think critically and apply ideas to real-world situations.

Ability to work independently in the absence of direct supervision while adjusting priorities and meeting deadlines.

Ability to demonstrate various aspects of the job to less senior staff.
