This position is a member of our Stationary Source Programs Team in the Air Quality Planning Section of the Air Quality Division. You will be part of a team responsible for writing rules as necessary to ensure that nonattainment areas in Texas meet National Ambient Air Quality Standards, and to address visibility impairment in areas like national parks.

Here's What You'll Be Doing
  • Perform routine to moderately complex (journey-level) engineering work for the planning, development, and implementation of stationary source control strategies and associated rules, which includes reviewing and evaluating regulations, standards, procedures, and technologies for potential control strategies; calculating costs; evaluating emissions inventory and other data; estimating potential emission reductions; developing spreadsheets to evaluate control strategy effectiveness in coordination with modeling section; and researching, developing, and evaluating programs in conjunction with appropriate TCEQ offices and outside organizations, including other state/federal agencies, affected entities, environmental organizations, and the public.
  • Perform routine to moderately complex (journey-level) work in the coordination and drafting of revisions to air quality regulations, State Implementation Plan revisions, policies, or procedures in response to federal or state requirements, agency initiatives, or rule making petitions, which includes providing technical assistance on rule projects as a rule team member and coordinating rule projects as rule team project manager. Evaluate and recommend responses to requests for rule interpretations of TCEQ rules using all available and appropriate information including but not limited to rule language, preambles, background documents, and prior interpretations.
  • Communicate the status of rule or policy development activities to section management, agency staff, other state/federal agencies, affected entities, environmental organizations and the public, and facilitate open negotiations via telephone calls and other correspondence. Participate in and represent the agency at internal and external meetings, workshops, and trainings. Coordinate and assist other team members with stakeholder group activities.
  • Coordinate, organize, and implement special assignments, which involve evaluating engineering data; completing or coordinating research and analysis of issues; preparation of required reports and recommendations; presentation of reports; recommendations to agency management and other interested parties; and development of any required implementation plans, or documents.
Key Qualifications
  • Experience working in the environmental field.
  • Experience with/training in advanced technical writing, data analysis, or fiscal analysis.
  • Experience with/training in sources of air emissions or air pollution control technologies.
  • Experience manipulating data in spreadsheets or database format.
Required Education & Experience

Texas Professional Engineer's license.
