The TWDB's main responsibilities are threefold: collecting and disseminating water-related data; assisting with regional water supply and flood planning that contributes to preparing the state water plan and state flood plan; and administering cost-effective financial programs for constructing water supply, wastewater treatment, flood control, and agricultural water conservation projects.

- Program Specialist IV: $5,200.00/monthly - $5,750.00/monthly
GENERAL DESCRIPTION
Performs complex (journey-level) to complex (senior-level) consultative services and technical assistance work on the Texas Water Development Board (TWDB) Financial Assistance programs. Work involves planning, developing, and implementing guidelines, both within TWDB and externally, to ensure compliance with the TWDB's programs. Responsible for establishing goals and objectives; developing guidelines, forms, procedures, policies, rules and regulations; developing schedules and setting priorities; and coordination with cross-divisional and/or cross-agency teams to maintain standards for achieving established goals.
Represents TWDB and its programs to citizen groups and governmental agencies. Leads and serves as a point of contact for the Flood Infrastructure Fund (FIF) Program. Oversees and/or participates in special projects/ programs as assigned by the Manager, Division Director, Assistant Deputy Executive Administrator, or Deputy Executive Administrator. May train others. Works under limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment.
Reports to the Manager of the Program Administration - State Programs Department.
ESSENTIAL JOB FUNCTIONS
- Serves as the Water Supply & Infrastructure subject matter expert for FIF funding program in order to provide services to all stakeholders on program administration, state and federal laws, legislation, rules, regulations and guidelines pertaining to the administration of our financial assistance programs.
- Responsible for providing consultative and technical assistance on state and federal statute, rules, regulations, guidelines, and program administration pertaining to the state funded flood programs to all stakeholders specializing in outreach and education to our outside entities seeking financial assistance from these programs.
