Under the general direction of the Manager, Community Health Worker and School Health Branch at the Texas Department of State Health Services performs highly advanced consultative services and technical assistance work to oversee the CHW Certification Team within the Promotores or Community Health Worker (CHW) Training and Certification Program (CHW Program). As Team Lead, the Program Specialist VI is responsible for interpreting statute, rules and agency policies and incorporating needed changes and adjustments into program policies and processes.
Trains, leads, assigns, and prioritizes the work of team staff and serves as primary point of contact for internal and external partners seeking program information. Oversees planning, implementation, and evaluation of CHW certification functions. Provides CHW certification consultation and technical assistance to program staff, governmental agencies, training organizations, and individuals.
- (40%) Serves as Team Lead for the CHW Certification Team within the CHW Program. Serves as primary point of contact for agency and external programs seeking program information or collaboration. Trains team staff on policies and procedures for logging, verifying and approving applications for CHW certification. Oversees processes for certifying CHWs. Leads team staff in planning and quality improvement efforts to improve application processing and reduce approval timelines.
Assigns, monitors and prioritizes the work of team staff to ensure CHW certification application processing deadlines are met. Oversees the performance of training, research, policy development and assessment activities required for efficient operation of the assigned program functions. Assists with preparing annual program budget request and program spending plan. Responsible for responding to complaints specific to CHW certification applicants or certified CHWs.
May serve as interim Team Lead for the Training Systems and Program Support Team within the CHW Program in instances when a vacancy or other prolonged absence occurs in the Training Systems and Program Support Team Lead position. - (25%) Oversees planning, implementation, and evaluation of major program initiatives and special projects. Implements changes to program policies and procedures to meet the needs and continually improve processes of the CHW Certification Team. Oversees the collection, analysis, and preparation of materials in response to requests for program information, legislative inquiries, and media inquiries. Responsible for the CHW Certification Team performance management and quality assurance, including the monthly Matrix report of performance measures.
Administers CHW Workforce Survey and CHW Employer Survey. Oversees analysis of annual team productivity data and development of the CHW Training and Certification Annual Report. Develops or oversees the development of team procedures, manuals, and standards; and monitors consistent implementation. Oversees Regulatory Automation System (RAS) updates and systems improvements for the collection and management of CHW applications. - (10%) Monitors legislative activities related to assigned program operations, participates in bill analyses, cost estimates, rule making, and other required tasks to support legislative processes. Interprets statutes, and rules related to the activities of the CHW Certification Team and makes changes or adjustments to program procedures as needed to ensure compliance. Oversees the analysis, implementation, and documentation of program policies governing certification of CHW certification.
