Overview

The Railroad Commission of Texas (RRC) is seeking a Safety Officer II to perform routine (journey-level) safety and health program work. This position works under moderate supervision with limited latitude for initiative and independent judgment. The role may involve solving non-standard problems with direction from others, assisting in developing safety policies and procedures, participating in safety training and education, inspecting work areas for hazards, and assisting in accident investigations.

The role may deploy to the State Operations Center during state emergencies and requires daily in-office hours, with remote options.

Responsibilities
  • Conduct or assist in conducting employee safety training.
  • Prepare safety information for publication to promote employee safety.
  • Maintain or assist in maintaining a library of technical materials related to safety.
  • Inspect work areas and activities to identify hazards and recommend corrective action.
  • Maintain a log of accidents and injuries and prepare accident reports.
  • Review safety regulations and standards and recommend modifications.
  • Review safety specifications for items to be purchased and recommend protective equipment; provide training on proper use and conduct utilization spot checks.
  • Assist or conduct monthly agency-wide safety training for office and field-related risk exposures.
  • Perform agency-wide training and compliance with the internal driving program.
  • Participate in accident investigation reviews and recommend corrective actions.
  • Review safety procedures, rules, and standards; conduct agency-wide ergonomic assessments upon request.
  • Assist in developing risk-management related policy and procedure manuals.
  • Assist in managing the agency’s employee notification system and sending agency-wide alerts.
  • Coordinate responses to requests for emergency assistance and resources.
  • May develop, coordinate, or participate in local, state, and federal emergency exercises.
  • Support the agency’s Continuity Coordinator to maintain and update the Continuity of Operations Plan.
  • Conduct safety surveys, audits, and inspections for all agency locations to ensure a safe environment and compliance with safety rules and standards.
  • Participate in safety committees, councils, and seminars.
  • Support the agency’s Insurance Manager and oversee multiple lines of insurance; support the Workers’ Compensation Coordinator.
  • Monitor claims with the State Office of Risk Management (SORM).
  • Serve as a liaison between regulatory local, state, and federal agencies; partner with other state agencies to coordinate safety and security efforts.
  • Oversee publication of weekly and monthly information related to safety and health programs.
  • Create, track, and audit safety training through CAPPS.
  • May deploy to the State Operations Center during state emergencies.
  • Must be able to lift 25 pounds and climb a ladder.
  • Position requires some in-state travel (10-25%) with occasional overnight stays.
Qualifications
  • Minimum Qualifications:
    • Graduation from an accredited four-year college or university with major coursework in Safety, Health, Management, Business, or a related field.
    • Experience in the management and direction of Occupational Safety and Health programs.
    • Experience demonstrating effective written and verbal communication skills.
    • Experience using a computer and applicable software (e.g., Office 365, Excel) for data and tracking.
    • Must have a valid Texas Driver's License and good driving record.
    • Must reside in Austin, TX, or be willing to relocate to the Austin area (relocation not paid by RRC).
    • Experience and education may substitute for each other on a year-by-year basis.
    • Must be currently certified as, or obtain within six months of hire, one of the following certifications: FEMA Continuity Practitioner Level I or FEMA Continuity Practitioner Level II.
  • Preferred Qualifications:
    • Two (2) years of work experience involving planning, coordinating, and performing work in several functions such as Safety, Emergency Management, Risk Management, Insurance, or Continuity of Operations.
    • Experience with the State of Texas CAPPS system.
