Brief

Job Description:

Under general direction of the Manager, Community Health Worker (CHW) and School Health Branch at the Texas Department of State Health Services performs complex consultative and technical work in support of the Promotores or CHW Training and Certification Program (CHW Program). Serves as a subject matter expert responsible for the review, evaluation, and certification of CHW and CHW instructor training curricula and related certification activities.

Interprets and applies state statutes, administrative rules, policies, and procedures to assess curriculum compliance and resolve complex, sensitive, or non-routine certification issues with statewide impact. Provides training, advanced consultation, and technical assistance to applicants, training entities, academic institutions, community-based organizations, and internal stakeholders. Supports program oversight, quality assurance, and continuous improvement through data analysis and reporting. Helps other program staff with different types of applications and related certification functions.

Performs other duties as assigned by leadership. Adheres to CHW Program policy and procedures.

Essential Job Functions (EJFs):

Reviews, evaluates, and processes initial and renewal applications for CHW and CHW Instructor training curricula certification. Independently determines compliance with applicable statutes, administrative rules, policies, procedures, and certification standards; identifies deficiencies; documents certification decisions; and recommends corrective actions needed to resolve noncompliance. Evaluates complex or non-routine applications and analyzes variations in curriculum submissions, training methods, competency coverage, and supporting documentation to ensure consistency, accuracy, and integrity of certification outcomes across the program.

Uses review findings to identify recurring compliance issues and recommend improvements to application review processes, certification guidance, and program standards. 40%

Provides training, advanced consultation, and technical assistance to public and private agencies, training centers, academic institutions, community-based organizations, applicants, and other stakeholders regarding certification requirements, standards, policies, procedures, and processes. Consults with these entities to resolve program problems, identify training needs, address compliance concerns, and discuss program effectiveness.
