Position: THC - Leave and Classification Analyst (Human Resources Specialist IV) 26-44

JOB OBJECTIVE

Performs highly complex human resources management work. Work involves serving as a subject matter expert in leave and timekeeping policies, procedures, and compliance, providing guidance and support to employees and management. This role also includes responsibilities in HR administration, classification reviews, ADA coordination, FMLA, internships, and contractor oversight. May train others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL

DUTIES
  • Serve as the subject matter expert for leave and timekeeping rules, regulations, policies, and procedures; interpret and apply guidelines and respond to employee questions. Inform management and employees of updates affecting pay.
  • Reconcile employee timesheets in CAPPS monthly, process changes or revisions, respond to staff questions, run end-of-month reports, and prepare emergency leave notifications for signatures.
  • Develop, review, and maintain current policies and procedures related to time and leave. Stay informed on changes to leave and timekeeping laws, requirements, and statutes, and make recommendations for implementation.
  • Train employees on timekeeping processes, FMLA, procedures, and agency leave policies, as needed.
  • Provide lump-sum and force documentation to the Payroll Officer prior to the monthly payroll meeting.
  • Coordinate and maintain the agency’s Family and Medical Leave (FMLA), Sick Leave Pool, Extended Sick Leave, and Donated Sick Leave programs. Collaborate with the Payroll Officer and communicate employees’ leave status as needed.
  • Provide backup support for HR functions, including benefits administration, new employee orientation, parking coordination, building key management, and assisting with entering CAPPS requisitions for HR purchases.
  • Review functional job descriptions to verify accuracy and ensure alignment with SOA classification standards and employees’ essential job functions.
  • Review Personnel Action Forms (PAFs) for accuracy, completeness, and compliance; route actions for required approvals and signatures; and reconcile finalized actions after HR Business Partners enter transactions in CAPPS.
  • Coordinate and prepare the annual Staff State Service Awards for presentation at all-agency meetings and assist with Staff Awards Recognition Program.
  • Maintain and update staff schedules to include new hires, and route for signatures.
  • Serve as the ADA Coordinator, collaborating with the HR Director to manage ADA requests and conduct interactive discussions to ensure compliance and accessibility.
  • Monitor and track the unpaid intern program and contractor activities, collaborating with divisions on candidate selection and coordinating with vendors on contractor scope of work. Participate on the Preservation Scholars Committee by attending meetings and assisting with the selection process.
  • Maintain the highest level of confidentiality in all HR matters and other issues affecting the division and agency.
  • Adhere to the established work schedule with regular attendance.
  • Follow all THC safety, procedural, and ethical guidelines.

    Qualifications / Requirements (The application must specifically state how each of the following qualifications are met)
    • Three (3) years of experience as a Human Resources professional.
    • One (1) year of experience managing time and leave processes, including Family and Medical Leave Act (FMLA) administration.
    • Experience processing and reviewing Personnel Action Forms (PAFs).
    • Experience reviewing classification and functional job descriptions.
    • Ability to maintain the security or integrity of the critical infrastructure.
    • Willingness and ability to travel up to five percent (5%) of the time.
    Preferred Qualifications
    • Experience using the Centralized Accounting and Payroll/Personnel System (CAPPS).
    • Additional experience in Human Resources at a State of Texas agency.
