The Texas General Land Office is seeking a Training and Development Specialist IV within the Human Resources Department of the agency.
Performing training and development work by organizing and conducting training sessions using various training methods. The work involves designing, delivering, and managing comprehensive training programs for agency employees to improve performance, efficiency, and organizational effectiveness. The responsibilities include assessing training needs, developing instructional material, and evaluating the effectiveness of training programs at the Texas General Land Office (GLO). The role works under limited supervision, with moderate latitude for initiative and independent judgment.

What Your Contributions to the GLO Will be- Design, develop, and deliver training programs (e.g., eLearning courses, workshops, orientations, and professional development sessions) that align with agency goals. Customize content to meet the needs of different employee groups and apply adult learning principles to ensure training is engaging and effective.
- Develop and maintain policies, procedures, and schedules for training programs. Ensure all training content and delivery methods meet accessibility standards and comply with applicable regulations and internal policies. Maintain accurate records of participation and outcomes.
- Facilitate training sessions for employees and managers at all levels. Partner with managers, HR, and subject matter experts to assess training needs and provide consultative support on employee development initiatives.
- Create and implement evaluation tools to measure training effectiveness through feedback, assessments, and performance data. Report on program outcomes and recommend improvements to enhance impact and align with best practices.
- Graduation from an accredited four‑year college or university with major coursework in human resources, organizational development, education, learning and development, or a related field.
- Four to five years of experience training staff, learning and development, or instructional design.
- Three to four years of experience facilitating training sessions and supporting employee or management development programs.
This position requires primarily sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. The role involves extensive computer, telephone, and client/customer contact and communication. The employee must be able to move and position oneself as needed for filing and similar routine office duties, read printed materials and computer screens, and transport records, documents, boxes, and related information weighing up to 20 pounds.
Preferred Qualifications- Proficient in using Centralized Accounting and Payroll/Personnel (CAPPS).
- Experienced in education, creating content, and delivering presentations.
- Familiarity with adult learning principles and innovative learning delivery methods (e.g., e‑learning, blended learning, microlearning).
- Demonstrated ability to evaluate training effectiveness through data, feedback, or assessments and make continuous improvements.
- Experience consulting with managers and stakeholders to identify training needs and recommend solutions.
