General Description

The Texas Division of Emergency Management (TDEM) is an emergency response entity. The HR Generalist, Initiatives provides advanced support in agency growth development and strategic human capital management, including reviews of organizational structure, supervisory organizations, job descriptions, and A&M System pay plans to align agency positions, qualifications, and titles. The role also assists with HR requests for personnel actions related to position progression, staffing, succession, and retention.

Essential Duties and Responsibilities
  • Coordinate and administer designated programs such as the Student Worker Program, Unpaid Internship Program, Temporary/Casual Worker Program, and Fellowship Program.
  • Serve as primary point of contact or backup support for program(s)/project(s) assigned.
  • Track and maintain progress of assigned projects and programs, providing routine status updates.
  • Collaborate with hiring managers to address hiring needs of the designated program area.
  • Conduct orientation, processing, onboarding, and offboarding for designated program areas, monitoring related timelines such as semester start/end dates and fellowship rotation schedules.
  • Create and maintain desk aids, process flow charts, presentation slides, and other HR-related informational resources.
  • Analyze and implement initiatives to address growth and human capital management goals.
  • Review personnel action requests for accuracy, route requests in Docu Sign, and process job/compensation changes in Workday.
  • Analyze and develop HR recommendations for changes to supervisory organizations and manage approved changes to the agency organizational chart.
  • Enter and retrieve position and employee data in HR systems (Workday, Docu Sign, Power Apps).
  • Prepare and maintain job descriptions, ensuring they comply with federal and local guidelines and accurately reflect job duties.
  • Assess jobs for exempt/non‑exempt classification.
  • Interview and survey employees and managers to document current job functions and required skills.
  • Review and update position restrictions quarterly or as needed.
  • Develop and provide guidance on career paths, progressions, succession, and retention plans.
  • Provide consultation on appropriate classifications and pay ranges.
  • Ensure efficient and compliant administration of A&M job profiles.
  • Research market-based compensation surveys and analyze results and trends.
  • Maintain employment files, posting files, and comply with applicable laws and regulations.
  • Respond to HR division email account daily, routing items to appropriate team members.
  • Perform office and technical work directly related to HR management of the agency.
  • Apply logic and reasoning to define problems, establish facts, and draw conclusions; make decisions that support business objectives.
  • Assist with interpretation and application of policy and protocols.
  • Analyze, develop, and propose solutions to issues by following procedures or applying policy.
  • Assist in planning, developing, revising, and implementing HR policies, procedures, and forms.
  • Coordinate with other agencies or A&M System stakeholders on assignments.
  • Assist with data analytics and program development.
  • Assist HR staff with special projects or assignments, including the TDEM Academy.
  • Cross‑train on specialized HR functions such as benefits, employee relations, investigations, onboarding, performance evaluation/management, organization development, recruitment, and workers’ compensation.
  • Maintain confidentiality of HR documents and personnel matters.
  • Handle Protected Health Information (PHI) in accordance with HIPAA regulations and A&M System policy, completing HIPAA training as required.
  • Maintain a regular attendance schedule, work extended hours when needed, and travel up to 10%.
  • Perform other related duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in an applicable field or equivalent combination of education and experience.
  • One (1) year of HR‑related experience.
