Position: People Team Business Partner

PCSI is looking for a People Team Business Partner to provide HR support to employees working at our military and border patrol service sites throughout Texas. In this role, you'll act as a trusted advisor to employees and leaders with employee relations, performance management, policy interpretation, leadership inquiries, and employment law compliance. You'll build and strengthen relationships with site leaders, communicate and promote department initiatives, and partner with operations on broader organizational goals.

We're looking for someone with well-rounded HR background, with strengths in employee relations and providing guidance to leaders. Many employees in this region speak Spanish, so bilingual fluency in English and Spanish is strongly preferred.

What You'll Do As People Team Business Partner
  • Partner with designated unit(s) to align business objectives with employees and leadership.
  • Manage and/or participate in special projects or corporate programs as assigned.
  • Serve as a consultant/subject matter expert to leaders and staff on People Team related matters, providing guidance and interpretation of policies, procedures, rules, regulations, and CBA.
  • Provide guidance on leaders’ inquiries and/or partner with leaders in conducting effective, thorough and objective investigations in a timely manner.
  • Manage complex employee relations issues that may include conducting independent People Team investigations and properly reporting findings to leadership. Ensure follow through on related action items resulting from the investigation outcome.
  • Champion and effectively communicate information related to all People team initiatives, keeping assigned units abreast of updates and/or changes. Act as the liaison or administrator for key events to include effectively communicating information, conducting employee presentations, distribution of materials, adhering to deadlines.
  • Provide day‑to‑day performance management guidance to Leaders (line supervisors/managers) (i.e. coaching, counseling, development and training, DARs, performance letters or PIPS).
  • Maintain knowledge of legal requirements related to day‑to‑day management of employees, reducing legal risks and ensuring compliance with local, state, and federal laws. Consult with Director of the People Team for guidance.
  • Support talent management efforts by ensuring successful coordinated efforts between hiring managers and Talent Partner, to include proper handling of internal promotions and transfers. Partner with Workforce Development staff for recruitment and placement of Ability One hires.
  • Work closely with leadership and employees to improve work relationships, build morale, and increase retention.
  • Manage labor relations by developing a relationship with union representatives. Actively participate and/or manage the grievance process to ensure adherence to the CBA and help facilitate resolution.
  • Oversee adherence to EEOC and affirmative action program and diversity goals set by the organization and responds to all EEOC and/or NLRB charges.
  • Identify training needs and partners with People team leadership as needed. Facilitate training sessions on various HR related topics and/or coordinate other training resources.
  • Responsible for effectively communicating and providing guidance on Leave Administration to include working collaboratively with our 3rd party leave administrator and our benefits team.
  • Assist in the maintenance and revision of site job descriptions.
