HR Generalist, Initiatives

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources (HR) Generalist, Initiatives performs advanced support in areas of agency growth development and strategic human capital management including reviews of organizational structure, and supervisory organizations, developing and updating job descriptions, evaluating A&M System pay plans and classifications to align agency positions, minimum qualifications and job titles. Assists with HR requests for personnel actions related to position progression, staffing, and succession and retention.

Responsibilities include coordinating and administering the recruitment and staffing lifecycle related to a designated program (i.e., Student Worker Program, Unpaid Internship Program, Temporary/Casual Worker Program, Fellowship Program, etc.), providing reviews of TDEM's divisional structures and programs by conducting position evaluations ensuring that TDEM's positions are aligned in accordance with TDEM the A&M System Classification Plan. Performs HR generalist work and provides support within the HR Division with deliverables, initiatives and special projects.

Works with limited supervision with latitude for use of independent judgment.

Position is located and performed at the TDEM Headquarters located in Austin, Texas.

* Salary is a fixed rate and is non-negotiable.

* This position is located on-site and not subject to telecommuting.

Essential duties and responsibilities:

  • Coordinates and administers designated programs (i.e., Student Worker Program, Unpaid Internship Program, Temporary/Casual Worker Program, Fellowship Program, etc.).
  • Serves as the primary point of contact or backup support for program(s)/project(s) as assigned.
  • Tracks and maintains progress of assigned projects and programs. Provide routine status updates.
  • Collaborates and provides guidance to hiring managers regarding hiring needs of designated program area.
  • Conducts orientation, processing, onboarding, and offboarding for designated program areas.
  • Monitors and tracks timelines of related events such as semester start/end dates, student graduation dates, Fellowship rotation timelines, etc.
  • Creates or maintains desk aids, process flow charts, presentation slides, and other HR-related informational resources.
  • Responsible for analysis and implementation to address areas of growth development and human capital management at the direction of the HR Division.
  • Reviews personnel action requests and justification for accuracy, routes requests in Docu Sign, and processes job changes/compensation changes in Workday.
  • Analyzes and develops HR recommendations in response to requests for changes to supervisory organizations.
  • Consults and assists in managing approved changes to the agency organizational chart.
  • Enters and retrieves position and employee data in HR systems and applications (i.e., Workday, Docu Sign, Power Apps).
  • Prepares and maintains job descriptions for each position in the agency in accordance with federal and/or local guidelines; ensures job descriptions accurately reflect the work being performed by incumbents.
  • Assesses jobs and their respective duties to determine classification as exempt or nonexempt.
  • Interviews and surveys employees and managers to document current job functions, including duties, responsibilities, and skills required for each job.
  • Reviews and updates position restrictions to ensure accuracy on a quarterly basis or as needed.
  • Develops and provides guidance on creating or maintaining career paths, progressions, and succession and retention based on agency needs.
  • Provides consultation to HR staff and leadership on appropriate classifications and pay ranges.
  • Ensures efficient and compliant administration in the utilization of A&M job profiles.
  • Researches market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.
  • Prepares and maintains employment files and posting files for accuracy and ensures compliance with applicable laws and regulations.
  • Reviews and responds to HR division email account daily reviewing items and routes to appropriate team members as needed.
  • Performs office work and technical work that is directly related to the HR management of the agency.
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.
  • Assists with the interpretation and application of policy and protocols.
  • Analyzes, develops and proposes solutions to issues by following procedures or applying policy.
  • Assists in planning, developing, revising, and implementing HR policies, procedures, and forms.
  • May coordinate with other agencies or A&M System stakeholders on assignments.
