The Recruiter/ HR Admin serves as the primary on-site recruiting contact between the 17BD T-Project construction site office and the Houston HR Team, with a key focus on understanding and translating site staffing needs into clear and actionable recruitment requirements.

Working closely with site hiring managers, this position is responsible for understanding operational needs, clarifying position requirements and candidate profiles, and developing accurate and consistent job descriptions that reflect the actual needs of the project. The position works closely with the Houston HR Team to ensure that recruitment requirements are clearly defined and aligned prior to initiating recruitment activities, enabling the HR Team to effectively identify and attract qualified talent to support project and business success.

In addition to recruiting support, this position supports day-to-day site HR operations, including onboarding and offboarding, employee records and documentation, timekeeping and attendance administration, and employee engagement activities. The position maintains close communication with the Houston HR Team and ensures that site HR matters requiring review, coordination, or escalation are communicated in a timely manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES Recruitment & Onboarding to Offboarding
  • Partner with site hiring managers to understand staffing needs, clarify position requirements, and define appropriate candidate profiles based on actual operational and business needs.
  • Develop and refine clear and consistent job descriptions based on identified staffing needs, confirm requirements with hiring managers, and coordinate with the Houston HR Team prior to initiating recruitment activities.
  • Serve as the primary recruiting contact on site for the Houston HR Team, providing clear and timely information regarding staffing needs, position requirements, hiring priorities, and changes in recruitment needs.
  • Provide coordination and logistical support for second-round interviews conducted at the site, including candidate coordination, meeting room reservations, virtual meeting setup, and participation in interviews as needed.
  • Gather and communicate site feedback on candidates to the Houston HR Team and support alignment between hiring managers and HR throughout the selection process.
  • Support hiring and pre-employment processes, including required system approvals, employee , badge requests, and other onboarding preparations.
  • Coordinate new hire orientation and onboarding activities to support a smooth transition into the site and organization.
  • Coordinate offboarding activities for departing employees, including required documentation and administrative processes.
  • Maintain timely communication with the Houston HR Team regarding incoming and outgoing HQ-dispatched employees to ensure appropriate HR support and coordination.
Employee Relations
  • Receive and document employee inquiries or concerns and promptly report them to the Houston HR Team.
  • Communicate Company HR policies and procedures to employees based on guidance provided by the Houston HR Team.
  • Provide administrative and coordination support for employee relations matters, including workplace investigations, as directed by the Houston HR Team.
  • Provide administrative support for employee disciplinary and performance improvement processes, as needed.
  • Assist in coordinating employee engagement activities, surveys, and events.
General HR Support
  • Administer employee timekeeping and attendance records, including reviewing time entries, identifying discrepancies, and coordinating necessary corrections.
  • Maintain and administer employee PTO and leave records, ensuring accurate and up-to-date balances and usage records.
  • Prepare and submit pre-payroll data for exempt employee weekend overtime and other applicable site payroll items such as the expat monthly payroll data to the Houston HR Team.
  • Maintain accurate and up-to-date employee personnel records, and other HR-related documentation.
  • Organize and maintain HR files, records, and databases in accordance with Company policies and recordkeeping requirements.
  • Act as the primary site contact for organizational changes and other site HR needs, coordinating with the Houston HR Team for appropriate review and action.
  • Periodic badge management.
  • Prepare HR data and reports for internal use and headquarters submissions.
  • Assist with compliance reporting to relevant agencies when needed.
  • Support training on workplace rules,safety, and ethics.
