Job Title: Infrastructure & Operations Delivery Lead Division: Information Technology Division (2600428)

Position Overview

Help shape the future of Texas’ enterprise technology services as an Infrastructure & Operations Delivery Lead supporting Shared Technology Services (STS). In this highly advanced role you’ll provide exceptional customer support and relationship management across STS offerings—including Data Center Services (DCS), Managed Security Services (MSS), Public Cloud Manager (PCM), and Texas.gov Services. You will direct the planning, budgeting, and analysis of system requirements, procedures, and operational challenges to improve and automate technology services and design and implement solutions using infrastructure platforms, operating systems, STS programs, and cloud technologies.

Serving as a lead worker, this position reports directly to the IT Hybrid Infrastructure Branch Manager and operates under minimal supervision with significant latitude for initiative and independent judgment.

Responsibilities
  • Direct planning, budgeting, and analysis of system requirements, procedures, and operational challenges.
  • Design and implement solutions using software programming languages, hardware, operating systems, STS programs, and cloud solutions.
  • Provide exceptional customer support and relationship management for STS programs.
  • Develop and implement strategic planning actions related to agency systems.
  • Establish methods and procedures for work activities; identify and resolve operational problems; audit and compliance review; communicate expertise and approval concerning activities.
  • Lead or participate in the planning, design, development, implementation, support, and maintenance of information technology security measures.
  • Identify opportunities for cost-effective investment of financial resources in capital budgets.
  • Take a proactive role in leading Data Center cost optimization and environmental efficiency initiatives.
  • Serve as the primary customer service contact, working closely with ITD Sections leaders, technical resources, and liaison between TxDOT and STS service providers.
  • Participate in cross‑functional agency projects that require coordination, planning, and scheduling.
  • Collaborate to ensure consistent service delivery, quality standards, performance metrics, and ongoing process improvement.
  • Perform other job responsibilities as assigned.
Minimum Qualifications
  • Education: Bachelor’s Degree in Computer Science, Computer Information Systems, or Management Information Systems (relevant work experience may substitute for degree on a year‑per‑year basis).
  • Experience: 5 years in systems analysis and design (full‑time or prorated part‑time equivalent; graduate‑level education may substitute on a year‑per‑year basis).
  • Licenses: Valid driver’s license (requires driving a state vehicle).
Preferred Qualifications
  • 1 year supervisory experience.
  • 5 years in systems process or systems analysis and design work.
  • Experience with Service Now.
  • Project Management and/or Process Improvement certifications.
Knowledge, Skills, and Abilities
  • Extensive knowledge of computer systems and technology limitations and capabilities, design techniques of non‑automated systems, on‑prem and cloud storage, computer operating systems and relevant applications, and computer hardware/software.
  • Expertise in coordinating and solving problems, writing and revising program code, and troubleshooting computer systems.
