IT Consultant, IT Project Manager
Overview
Performs highly advanced computer systems analysis work related to the Shared Technology Services (STS) program. Focuses on providing exceptional customer support and relationship management for the STS program, which includes but is not limited to the Data Center Services (DCS), Managed Security Services (MSS), Public Cloud Manager (PCM) and Texas.gov Services programs. Work involves directing the planning, budgeting, and analysis of system requirements, procedures, and problems to automate processing or to improve existing systems and designing and implementing designs using software-programming languages, hardware, operating systems, STS programs, and cloud solutions.
Serves as a Lead worker. Reports directly to the IT Hybrid Infrastructure Branch Manager. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Develops agency computer operations and management information system plans and budgets.
- Assists with developing and implementing strategic planning actions related to agency's systems.
- Establishes methods and procedures for work activities; identify and resolve operational problems; audit and compliance review; communicate expertise and approval concerning activities.
- Leads and/or participates in the planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard departmental information.
- Identifies opportunities for the appropriate and cost-effective investment of financial resources in capital budgets.
- Takes a proactive role in leading Data Center cost optimization and environmental efficiency initiatives including cloud, hardware, storage, software, SaaS, PaaS, IPaaS, IaaS environments.
- Serves as the primary customer service contact, working closely with the various ITD Sections leaders and technical resources and liaison between TxDOT and the STS service providers.
- Participates in projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
- Collaborates to ensure consistent services delivery, quality standards, performance metrics, and ongoing process improvement, including cost and environmental optimization efforts.
- Performs other job responsibilities as assigned.
Education: Bachelor's Degree in Computer Science, Computer Information Systems, Management Information Systems. Relevant work experience may be substituted for degree on a year per year basis.
Experience: 5 years of experience in systems analysis and design work. Experience can be satisfied by full time or prorated part time equivalent. Related graduate level education may be substituted for experience on a year per year basis.
Licenses and
Certifications:
Valid driver’s license. This position requires driving a state vehicle.
- One (1) year supervisory experience.
- 5 years systems process or systems analysis and design work.
- Experience with Service Now.
- Project Management and/or Process Improvement certifications.
Extensive knowledge of
- The limitations and capabilities of computer systems and technology.
- The techniques used in the design of non-automated systems.
- On-prem storage and cloud technologies.
- Applicable computer operating systems and relevant applications.
- Computer hardware and software.
Expert skill in
- Coordinating and solving problems, in writing and revising program code, and in troubleshooting computer systems.
- Using site mapping techniques and process mapping software.
Proficient skill in
- Handle multiple projects.
- Communicate effectively.
- Sedentary work:
Lift up to 10 lbs at a time and occasionally carry files/small tools. - Light work:
