Position Overview

Located in Austin, TX, the Texas Health and Human Services Commission (HHSC) seeks an experienced Systems Analyst V – ITSP Lead to support eligibility and client‑facing digital platforms within Access & Eligibility Services (AES). This senior individual contributor will lead advanced systems analysis, act as a subject matter expert, and provide guidance to other analysts. Formal supervisory authority is not part of the role.

Key Responsibilities
  • Perform advanced analysis of business rules, user needs, and system requirements to identify system enhancements supporting eligibility programs.
  • Translate complex business needs into functional and technical specifications, including business requirements, business rules, process flows, diagrams, mock‑ups, and design documents.
  • Define system goals, evaluate solution options, and recommend approaches aligned with operational, technical, and policy considerations.
  • Develop visual process artifacts (workflow diagrams, process maps, swim‑lane diagrams) to communicate system behavior and business operations.
  • Serve as an application process subject matter expert and technical lead for assigned systems.
  • Collaborate with stakeholders and IT teams across all phases of the system development life cycle.
  • Monitor progress to ensure releases are delivered on schedule and meet scope and quality expectations.
  • Coordinate testing activities, including user acceptance testing, and partner with release teams to plan, deploy, and stabilize production releases.
  • Communicate risks, issues, and dependencies promptly to project managers and leadership.
  • Engage with program staff and technical teams to define initiative scope, benefits, and expected outcomes.
  • Explain complex technical concepts in clear, plain language to non‑technical audiences.
  • Provide briefings, written summaries, and presentations on system functionality and implementation impacts.
  • Maintain a holistic view of the customer experience and consider technical, functional, process, and policy impacts when defining solutions.
  • Develop, review, and maintain high‑quality system, technical, and operational documentation.
  • Document business requirements for data requests; validate and distribute data in a clear, usable format.
  • Validate and perform quality checks on system outputs and data products before release.
  • Support continuous improvement of documentation standards and processes.
  • Provide guidance, technical direction, and peer review for other analysts.
  • Share best practices related to systems analysis, documentation, and implementation.
  • Assist with onboarding and cross‑training of team members on new systems and functionality.
  • Participate in on‑call rotation and provide after‑hours or weekend support as needed.
  • Perform other duties as assigned to support team operations and agency priorities.
Knowledge, Skills, and Abilities
  • Knowledge of eligibility systems and platforms (TIERS, State Portal, Data Mart, , mobile applications).
  • Knowledge of state and federal programs and regulations (SNAP, TANF, Medicaid, CHIP, HTW, MEPD).
  • Skill in facilitating stakeholder discovery to elicit and document business processes and requirements.
  • Skill in developing visual workflow artifacts such as process maps and system interaction diagrams.
  • Ability to translate operational processes into clear visual models for technical and non‑technical audiences.
  • Ability to validate process documentation with stakeholders and incorporate feedback effectively.
  • Experience working in Agile/Scrum environments, including epics, user stories, and test cases.
  • Skill in data analysis, validation, and interpretation.
  • Ability to analyze complex problems and develop practical, scalable solutions.
  • Effective communication with technical and non‑technical stakeholders.
  • Ability to provide guidance, peer review, and informal leadership.
