The HHSC Messaging & Collaboration team is responsible for delivering enterprise messaging solutions to over 56,000 users across Texas Health & Human Services agencies. The administrator will design, build, and maintain secure, scalable, and highly available email and collaboration services, making key decisions on architecture, deployment, change management, disaster recovery, performance optimization, incident support, training, automation, and system availability.
Essential Job Functions• Perform day‑to‑day administration, maintenance, and policy enforcement for the HHS Enterprise Messaging & Collaboration systems, including monitoring, contract management, and performance metrics.
• Serve as a point of escalation and provide 24/7 on‑call support for HHS agencies and help desks.
• Analyze data and make architectural decisions regarding deployments, change management, disaster recovery, performance optimization, incident support, training, automation, and system availability.
• Develop and implement strategic and tactical plans in collaboration with agency IT administrators and resource owners of Collaboration & Mobility technologies; work closely with external vendors and professional services.
• Coordinate the development and implementation of email security controls with the HHS Information Security Office, including SPAM mitigation and remediation of security events such as phishing and malware attacks.
• Oversee and manage applications that rely on HHS Messaging & Collaboration technologies such as SMTP services.
• Adhere to agency leave policy and perform other duties as assigned.
Knowledge, Skills, and Abilities- Power Shell scripting or equivalent .NET development

- Microsoft Exchange 2010/2013/Office 365 administration

- Azure or Amazon Web Services administration
- Networking and DNS
- Exchange maintenance (2010/2013/Office 365)
- eDiscovery tools
- Analysis and revision of standards and procedures
- Break/fix support for enterprise systems
- Effective communication across all HHS agencies
- Independent and collaborative work with multiple simultaneous activities
- Exceptional customer service skills
Microsoft 365 certification is highly preferred.
Initial Selection Criteria• Graduation from an accredited four‑year college or university with major coursework in computer science, information systems, or a related field.
• Two years of advanced scripting and development skills using Power Shell.
• Two years of Office 365/Microsoft 365 support experience.
Additional InformationOffer contingent upon available budgeted funds. Salary determined by budgetary limits and HHSC Human Resources Manual. Successful candidates must be legally authorized to work in the U.S. without sponsorship and must be willing to work from the Austin office designated by the hiring manager.
