The Work
The Developer / Programmer Analyst Specialist will support modernization and enhancement activities for complex, mission-critical casework management systems. Primary systems include: IMPACT, PEIRS, NEICE, SSCC, Child Placement Portal, Incentives and Remedies, Community Based Care, and other operational applications.
The Developer / Program Analyst Specialist will serve as a technical lead and senior full-stack engineer responsible for planning, designing, and coordinating modernization efforts across multiple Enterprise Java web applications. This role collaborates closely with technical team leads, developers, UI/UX engineers, business analysts, QA/test analysts, and DFPS leadership to ensure that solutions are secure, scalable, maintainable, and aligned with our clients standards and priorities.

Responsibilities
- Lead the design, development, and modernization of DFPS Enterprise Java web applications, ensuring alignment with established DFPS standards, architectural guidelines, and quality attributes.
- Define and develop high-level design documents and architectural overviews for new and existing components.
- Review and provide expert feedback on low-level design documents, technical specifications, and configuration plans produced by other team members.
- Assess and estimate Level of Effort (LOE) for individual modules, features, and technical tasks; contribute to project planning and scheduling.
- Plan and coordinate technical activities including work breakdown, task assignments, effort estimation, enforcement of coding and design standards, code reviews, build engineering, testing, and release management.
- Track and report on SDLC activity metrics across all disciplines (Requirements, Coding, Unit Testing, Integration Testing, Defects, Usability, and other agreed metrics), ensuring transparency and accountability.
- Work closely with Business Analysis, Project Management (PMO), CTO Office, and Systems Development resources to prioritize assigned work and provide recommendations, options, and alternatives that balance scope, risk, cost, and timeline.
- Facilitate working sessions, technical discussions, and requirements workshops to elicit detailed project requirements and clarify functional and non-functional needs.
- Communicate complex technical concepts, design trade-offs, and solution options clearly and effectively to both technical and non-technical stakeholders, including DFPS leadership.
- Mentor and guide junior and mid-level developers, simplifying complex design elements and ensuring adherence to best practices and timelines.
- Lead and perform full-stack development activities across database, service, web application, and front-end components.
- Design and implement robust, secure, and scalable Java/JEE application components leveraging Spring Framework, Hibernate ORM, and related enterprise technologies.
- Develop and optimize Oracle SQL and PL/SQL components (queries, stored procedures, functions, packages) to support application functionality and performance.
- Design, consume, and integrate SOAP and RESTful web services with existing DFPS applications and external partner systems.
- Define and drive automation requirements from within the development team, including build automation, test automation, security checks, and CI/CD pipelines.
- Support and guide application deployments and configurations in enterprise application servers (e.g., IBM Web Sphere, Oracle Web Logic).
- Develop and maintain high-quality technical documentation, including design documents, standards, configuration plans, and operational runbooks.
- Support and enforce development standards for accessibility compliance (WCAG / Section 508) and responsive/mobile-friendly design, in coordination with DFPS policies.
- Work with QA and test automation teams to troubleshoot integrations with test tools (e.g., Selenium, Load Runner, HP ALM) and to ensure test coverage and defect resolution.
- Leverage static code analysis tools (e.g., Sonar Qube) to improve code quality, security, and maintainability.
- Implement and support Identity & Access Management capabilities, including Single Sign-On (SSO), OAuth, and JSON Web Tokens (JWT), in alignment with DFPS security requirements.
