Job Overview

Reporting to the Director of Digital Information Services, this eDiscovery Support role collaborates with Legal, Program, and IT teams across Texas Health and Human Services (HHS) agencies. The position manages security operations, addresses vulnerabilities, and oversees system lifecycle tasks such as server upkeep and decommissioning. It supports the processes and technologies involved in locating, gathering, preserving, analyzing, reviewing, and producing electronically stored information (ESI) for legal, investigative, regulatory, and open records needs.

Responsibilities
  • Coordinate with Security and vendors using Archer GRC to review scan results, plan remediation, and manage risk acceptance.
  • Develop and maintain documentation for security controls, including implementation statements and supporting evidence for compliance.
  • Write and validate System Security plans, support audits and continuous monitoring activities.
  • Manage information and documentation for all Digital Information Services applications, supporting architectural reviews, authority to operate, licensing, and system support tickets.
  • Handle security incidents by managing tickets in BMC Helix or Remedy, investigating, prioritizing, and documenting findings.
  • Manage the eDiscovery ticket queue, updating and responding to tickets within a limited timeframe.
  • Support Open Records Requests by running searches and exporting results as directed by Legal.
  • Collect, process, and analyze litigation data, preserve digital evidence per protocol, maintain chain‑of‑custody, and provide forensic reports.
  • Submit Change Advisory Board (CAB) requests for platform maintenance and vendor support tickets.
  • Perform other duties as assigned, including after‑hours work when required.
Knowledge,

Skills and Abilities
  • Archer GRC platform or similar vulnerability management workflow.
  • IT service management platforms (e.g., BMC Helix, Remedy).
  • FedRAMP and TXRAMP application requirements.
  • Cloud‑based and on‑premises operation and applications.
  • eDiscovery systems such as Clearwell, Relativity.
  • Software as a Service (SaaS).
  • Windows Operating Systems.
Technical Skills
  • Server administration, patch management, and lifecycle operations.
  • Vendor and third‑party support coordination.
  • Power Shell scripting, Regedit, system configuration, and server maintenance.
  • Boolean searches and data research.
  • Data analysis and presentation preparation.
  • Problem‑solving and training facilitation.
  • Prioritization and workload management.
  • Proficiency with MS Office and 0365.
Professional Abilities
  • Effective communication and reporting.
  • Ability to work under rigorous deadlines and high‑pressure situations.
  • Coordination of complex work across multiple functions and agencies.
  • Independent work and sound judgment.
Certifications and Licenses

Preferred: ITIL Foundation, Microsoft Certified Windows Server Administration, CompTIA Security+, Certified Information Systems Security Professional (CISSP), Project Management.

Initial Screening Criteria

• Bachelor’s degree in computer science, management information systems, or a closely related field.

• Minimum of four years of professional experience as a network/computer analyst.

• Over four years of experience in technology development and deployment.
