job summary:

Join a high-impact statewide ERP program supporting mission-critical financial and HR/payroll systems used across Texas government agencies. We are seeking a Senior People Soft CAPPS Systems Analyst to provide technical oversight, application support, vendor management, and enterprise system governance for a large-scale People Soft environment. The ideal candidate brings extensive experience with CAPPS, People Soft FSCM/HCM, SDLC processes, ITIL service management, and Texas state government operations.

This is a primarily remote opportunity offering the chance to support complex enterprise systems, drive technical excellence, and collaborate with stakeholders across a statewide platform.

Job Responsibilities

  • Provide senior-level technical consulting and oversight for enterprise ERP initiatives supporting financial and HR/payroll systems.
  • Review and validate requirements, procedures, development activities, and testing deliverables to ensure compliance with established standards and system development lifecycle processes.
  • Lead technical reviews of functional and technical designs, specifications, integrations, and system architecture.
  • Analyze business processes, workflows, dependencies, and system impacts to support solution design and implementation.
  • Review developed code and validate migration readiness to ensure compliance with technical standards and requirements.
  • Manage accessibility compliance efforts, including WCAG 2.1 reviews, remediation tracking, waiver management, and compliance reporting.
  • Administer and support an ITIL-compliant service desk platform, including configuration, maintenance, troubleshooting, integrations, reporting, and documentation.
  • Provide advanced Level 2 support for complex incidents, service requests, and technical issues.
  • Support major incident management activities, disaster recovery testing, upgrade testing, and operational readiness efforts.
  • Monitor integrations, interface processing, batch operations, connectivity issues, and system performance.
  • Participate in security initiatives, audits, risk management activities, and compliance reviews.
  • Develop executive-level presentations, technical documentation, reports, and status communications.
  • Collaborate with stakeholders, vendors, and cross-functional teams to ensure successful project delivery and operational support.
  • Perform technical project management activities and support strategic planning initiatives.
qualifications:

Required Qualifications:

10+ years of experience supporting Texas state government agencies.

10+ years of experience supporting large-scale enterprise application systems.

10+ years of experience managing technical projects and strategic technology initiatives.

10+ years of experience preparing and delivering executive-level presentations.

10+ years of experience managing vendor relationships and enforcing contractual requirements.

10+ years of experience with data integration, data quality, and Software Development Lifecycle (SDLC) methodologies.

10+ years of technical experience with People Soft FSCM or HCM 9.2.

Strong experience with People Tools, People Code, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle databases.

10+ years of experience supporting enterprise production environments and deployment activities.

8+ years of experience working within ITIL frameworks and service management processes.

3+ years of experience administering BOSSDesk or a comparable ITIL-compliant service desk platform.

Experience gathering business requirements for large-scale projects.

Strong analytical, problem-solving, and troubleshooting skills.

Excellent written, verbal, and interpersonal communication skills.

Experience working independently within distributed and remote teams.

Knowledge of Agile and traditional SDLC methodologies.

Knowledge of information security frameworks such as NIST.

Preferred Qualifications:

Experience with software and hardware asset management best practices.

Experience supporting statewide financial systems or comparable enterprise financial platforms.

Experience developing technical specifications and requirements for technology procurements.

Experience supporting large-scale ERP environments serving multiple organizations or agencies.
