• Understand business objectives and problems, identify alternative solutions, perform studies and cost/benefit analysis of alternatives.
• Analyze user requirements, procedures, and problems to automate processing or improve existing computer system.
• Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements.
• Write detailed description of user needs, program functions, and steps required to develop or modify computer program.
• Review computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

• 5 years required experience with Medicaid Claims Processing.
• 5 years required experience in business objectives and problems and identifying alternative solutions.
• 5 years required experience in reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or improve existing computer systems.
• 5 years required experience in writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer program.
• 5 years required experience in cost/benefit analysis of systems and alternatives.
• 5 years required experience in analyzing and documenting input and output requirements, such as forms of data input, how data is to be summarized, and formats for reporting.
• 5 years required experience with Azure Dev Ops and generation of wireframes.
• 5 years required high level of sound logic and analytical ability.
• 5 years required highly developed oral and written communication skills.
• 5 years required high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output.
• 5 years required knowledge and understanding of IT industry trends, directions, and market experience; ability to relate them to own organization.
• 5 years required knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, organizational structure, etc.
• 5 years required knowledge of emerging technologies (new to company systems as well as those that are new to the information systems industry).
• 5 years required knowledge of tools, techniques, and good practices for protecting the integrity of corporate data and associated processing, company technology practices, standards, and procedures.
• 5 years required knowledge of solution delivery utilizing Agile or Scrum methodology.
• Preferred experience with Texas DIR Project Delivery Framework and document templates.
