Job Title: Systems Analyst 3

Location(s): Austin, TX

Overview

The agency is seeking a senior Systems Analyst 3 to support a statewide ERP environment, including HR/Payroll, Financials, Recruit, reporting systems, and related integrations. The role focuses heavily on technical support, application modernization, vendor coordination, service management, and the migration from Oracle Taleo Recruit to Oracle People Soft Recruit (TAM/CG).

Key Responsibilities
  • Serve as a senior technical analyst supporting statewide ERP applications.
  • Provide primary technical support for Recruit systems, including:
    • Oracle Taleo Talent Acquisition Suite
    • Oracle People Soft Recruit (TAM/CG)
    • Support ongoing migration from Taleo to People Soft Recruit.
    • Configure, test, troubleshoot, and support technical requests.
    • Review requirements, development activities, testing, and code quality.
    • Conduct technical design reviews and system analysis.
    • Evaluate integrations, dependencies, security, scalability, and data quality.
    • Support Agency Direct Data Access (ADDA) and agency reporting solutions.
    • Handle Level 2 Service Desk incidents and escalations.
    • Work with interfaces, SAML authentication, file transfers, batch processing, and connectivity issues.
    • Participate in disaster recovery testing and system upgrades.
    • Support IT security initiatives and SOC-1 audit activities.
    • Collaborate with software vendors, managed service providers, IT teams, and multiple state agencies.
    • Follow ITIL, SDLC, and organizational governance standards.
Required Skills & Experience
  • 10+ years supporting Texas state government agencies.
  • 10+ years supporting enterprise application systems.
  • 10+ years of technical project management experience.
  • 10+ years creating strategic roadmaps and technical plans.
  • 10+ years presenting to executive leadership.
  • 10+ years managing vendor relationships and contract compliance.
  • 10+ years experience with:
    • Data integration
    • Data quality
    • SDLC methodologies
  • 10+ years technical experience with:
    • People Soft FSCM or HCM 9.2
    • People Tools
    • People Code
    • Application Designer
    • SQL
    • PS Query
    • SQR
    • Application Engine
    • Oracle Database 11g+
  • 8+ years IT Service Desk and ITIL experience.
  • 5+ years supporting multi-tenant Oracle Taleo Recruit environments serving 40+ agencies.
  • 2+ years using reporting tools such as:
    • Tableau
    • Power BI
    • Oracle SQL Developer
  • 1+ year experience planning and executing large-scale migration from Taleo to People Soft Recruit (TAM/CG) or similar platforms.
Preferred Skills
  • 10+ years software and hardware asset management best practices.
  • 10+ years developing technical procurement specifications.
  • 5+ years supporting Oracle People Soft Recruit (TAM/CG).

Candidate Profile

This role is best suited for a highly specialized People Soft/Taleo professional with extensive Texas state government experience, strong ERP support expertise, ITIL-based service management experience, and hands‑on involvement in large‑scale recruiting platform migrations. The Texas public‑sector experience requirement is particularly significant and may be difficult to substitute with private‑sector experience.
