10-15 Years About the Role Step into a high-impact leadership role as the CAPPS HR/PY Functional Lead, supporting the State of Texas's statewide HR/Payroll system. You'll champion system configuration, security, and end-user experience for People Soft HR modules, working with a diverse team of experts. Your consultative and hands-on expertise will directly influence efficient talent acquisition, onboarding, and performance management for 100+ Texas agencies.

Responsibilities
- Drive advanced functional configuration for Talent Acquisition Management (TAM/CG), Onboarding, and Enterprise Performance Management (ePM) in People Soft.

- Manage end-to-end recruiting workflows, onboarding processes, and performance evaluation cycles.

- Oversee security roles, access controls, compliance with NIST standards, and multi-tenancy requirements.

- Deliver executive-level presentations, data audits, and support open records requests.

- Provide Level 2 Service Desk support, complex troubleshooting, and clear documentation.

- Develop and maintain dashboards and reports using BI Publisher, SAP Business Objects, SQR/SQL.

- Coordinate cross-functional integrations, troubleshoot data flow, and support batch job operations.

- Lead UAT, regression testing, and ensure system changes meet accessibility (WCAG 2.1) and regulatory standards.

- Mentor junior analysts and deliver comprehensive training to agency personnel.

- Engage in project management, upgrades, disaster recovery, and participate in annual SOC-1 audits.

- Present at user groups and steering committee meetings, representing functional leadership. Required Skills and Experience - 10+ years' experience in executive presentations, data audits, and interpreting contractual requirements.

- 8+ years' hands-on expertise with TAM/CG, Onboarding, Performance Management modules.

- Proven ability with People Soft configuration, AWE management, App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.

- Strong knowledge of NIST security, multi-tenancy, batch job oversight, and accessibility standards.

- Experience developing UAT scripts, structured testing, and cross-module ERP integrations.

- Track record in ITIL-based service management, incident management, and process documentation. Preferred Skills
- Deep understanding of Texas public sector HR policies and CAPPS program.

- Experience with onboarding security administration and workflow troubleshooting.

- History of supporting large networks of state agencies and providing Tier 2 Service Desk support with Managed Services vendors. Benefits
