Join a high-impact team driving mission-critical statewide HR and Payroll (HR/PY) operations as the CAPPS HR/PY Functional Lead. Leverage your expertise in People Soft HCM, Texas public sector, and enterprise-level project management to deliver functional leadership for CAPPS HR/PY modules serving over 100 agencies and 80,000 employees.

This role offers direct influence on statewide policy implementation, system upgrades, and process optimization while partnering with cross-functional teams in a collaborative, hybrid environment.

Responsibilities

- Lead and execute upgrades of People Soft HCM systems, including Fluid UI migration, fit-gap analysis, testing, deployment, and post-go-live optimization.
- Serve as the subject matter expert for CAPPS HR/PY modules, including Workforce Administration and HR security configuration.
- Oversee AWE (Approval Workflow Engine) configuration, maintenance, and troubleshooting.
- Perform complex system configurations, data migrations, and maintain system security aligning with NIST standards and Texas multi-tenancy requirements.
- Coordinate fiscal year-end, calendar year-end, ACA and W-2 processing, and benefit enrollment integrations.
- Provide Tier 2 Service Desk support and incident management for a large network of Texas agencies; ensure timely and effective resolution of escalated issues.
- Prepare executive presentations, audit reports, and open records data; support annual SOC-1 audits and Disaster Recovery exercises.
- Deliver structured cross-training and comprehensive user support; ensure all digital products meet WCAG 2.1 accessibility standards.
- Collaborate with stakeholders, vendors, and policy personnel to gather requirements, manage projects using Agile and ITIL methodologies, and drive continuous improvement.
- Ensure compliance with state and federal labor laws, Texas HR policy, and contractual obligations in daily workflows.
Required Skills and Experience

- 15+ years of experience with State of Texas HR policy, federal labor laws, and technical skills in App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.
- 12+ years hands-on experience with system configuration, batch job oversight, and security best practices for statewide ERP systems.
- 10+ years supporting People Soft HCM 9.2, CAPPS HR/PY modules, and Texas public sector clients (30+ agencies).
- Proven experience managing strategic roadmaps, leading functional project management, and supporting major incident management.
- Advanced skills in PUM, Fluid UI, Elastic Search, service desk operations, and executive-level communication.
- Demonstrated expertise in ACA, FMLA compliance, AWE management, and WCAG 2.1 accessibility standards.
- Strong knowledge of ITIL, Agile methodologies, and information security frameworks such as NIST.
Preferred Skills

- Experience in production support for CPA legacy Statewide Financial Systems.
- Additional expertise in Texas state government financial systems integration.
