Job Summary - CAPPS HR/PY Functional Lead
Location:

About the Role
Step into a pivotal leadership role as the CAPPS HR/PY Functional Lead, driving the success of statewide payroll and HR operations for a major client. Leverage your expertise in Oracle People Soft to deliver consultative, process-driven support across a complex, multi-agency environment. Collaborate with diverse teams, manage large-scale projects, and shape critical payroll operations-all while enjoying a flexible, hybrid work environment with high visibility and impact.
Responsibilities
- Deliver advanced functional support for People Soft 9.2 Payroll and HR modules, ensuring seamless payroll cycles, accurate configuration, and timely issue resolution.
- Lead business requirements gathering, functional design, and system configuration for payroll, time & labor, and HR processes.
- Troubleshoot and resolve payroll errors, retro pay, tax discrepancies, and integration failures across multiple agencies.
- Maintain and audit payroll configuration including earning/deduction codes, garnishments, tax setups, and pay groups.
- Collaborate cross-functionally on end-to-end process accuracy and continuous system enhancements.
- Create and manage payroll-related queries, reports, and data validations using PS/Query, SQR, SQL, BI Publisher, and SAP Business Objects.
- Support application upgrades, PUM updates, and tax patch validations.
- Provide user training, documentation, and guidance to payroll operations teams and agency personnel.
- Oversee approval workflow (AWE), security compliance, and adherence to accessibility (WCAG 2.1) standards.
- Participate in audit activities, fiscal/calendar year-end processes, and ensure timely W-2/941 reconciliations and filings.
- Support incident management, disaster recovery testing, and major incident response as part of a high-performing ITIL-aligned environment.
- Act as a primary point of contact for agency support, driving resolution and continuous improvement.
Required Skills and Experience
- 8+ years of hands-on experience with People Soft HCM Payroll module support and system configuration.
- Deep technical proficiency in App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.
- Extensive knowledge of federal labor laws, payroll processes, and strategic roadmap development.
- Demonstrated expertise in People Soft security, NIST standards, and multi-tenancy within statewide ERP.
- Proven track record supporting batch jobs and managing the Approval Workflow Engine (AWE).
- Direct experience delivering WCAG 2.1-compliant materials and executive-level presentations.
- Strong background in audit support, contract interpretation, and fiscal year planning at the statewide level.
- Familiarity with ITIL principles, Agile/SDLC methodologies, and service management tools (e.g., Service Now).
- 5+ years supporting multiple agencies, providing complex payroll support, reconciliations, and corrective actions.
Preferred Skills
- Disaster recovery and legacy system synchronization (CAPPS, SPRS).
- Tier 2 Service Desk support across large agency networks.
- Deep knowledge of Texas HR policies and public sector requirements.
- Project management for functional activities and module expansions.
- Texas state government or CPA experience.
